Position Overview

We are seeking an experienced Project Controls Lead (PCL) to provide leadership in cost, schedule, progress measurement, and management of change across multiple concurrent projects. The PCL will develop and implement project controls plans, steward cost and schedule performance, and support capital efficiency for a diverse portfolio of oil and gas projects.

This role can be filled at the Lead I, II, or III level, depending on experience.

Education

Bachelor of Science degree in Engineering (BS or higher) is mandatory. Must be an Engineering degree; other disciplines (e.g., Construction Management, Engineering Technology) will not be considered for this role.

Key Responsibilities
  • Implement overall project controls direction for assigned projects, including estimating, cost control, progress measurement, schedule development/control, and management of change.
  • Provide timely, accurate data and deliverables in support of benchmarking and tool building.
  • Lead cost, schedule, progress, and change management activities for the Project Team and key stakeholders.
  • Develop and maintain the Project Controls Plan and Management of Change (MOC) Plan
    .
  • Ensure monthly cost and schedule stewardship reviews are established and executed.
  • Coordinate and communicate priorities for estimating, planning, and cost control activities across the portfolio.
  • Lead preparation and maintenance of:
    • Cost Breakdown Structure (CBS)
    • Original Control Budget (OCB) and Current Control Budget (CCB)
    • Project Master Schedule and overall project budget (Planning & Budgeting).
  • Collect, analyze, and report project cost and schedule information
    ; identify issues, trends, and forecast outcomes.
  • Administer and facilitate the Management of Change process.
  • Support Capital Efficiency / Opportunities and Vulnerabilities work processes.
  • Interface with Controllers on AFEs, budgets, invoices, and Work-In-Place development.
  • Participate in bid evaluations
    , and in the development of Contract Price Budgets, Control Schedules, and Milestones
    .
  • Ensure the Project Controls team understands contractor payment terms and coordination procedures.
  • Lead preparation for Gate Reviews, Advance Commitment, Full Funding, and Supplements
    , including:
    • Cost and schedule estimates
    • Estimate Confidence Packages and Estimate Development Plans
  • Respond to ad hoc analysis and reporting requests from the Project Management Team.
  • Support consortium/affiliate/joint venture cost and schedule presentations
    .
  • Contribute to close-out reporting and CA$HD input.
  • Monitor and appraise Contractor performance in cost, schedule, and progress measurement.
  • Review and endorse contractor cost and schedule baselines
    , forecasts, and change proposals/claims.
  • Assist site management with corrective actions and recovery plans for cost and schedule variances.
  • Manage the Cost & Schedule organization
    , including contractor site teams, serving as the central link between Project and the broader organization.
  • Coordinate development of a Project Controls Implementation Plan tailored to each project.
  • Provide mentoring and feedback to project controls engineers and planners.
  • Ensure functional alignment and approvals for key deliverables (Estimate Confidence Packages, EDPs, etc.).
  • Champion and drive capital efficiency across all stewarded projects.
Required Experience & Background
  • 5–15 years of relevant professional experience in Project Controls
    • Candidates with less than 5 or more than 15 years of experience will not be considered.
  • Prior experience working specifically as a Project Controls Engineer (cost & schedule focused).
  • Proven track record managing multiple concurrent projects (diverse portfolio) rather than only a single large project.
  • Oil & Gas experience is required
    ; experience with a major operator (XOM preferred) is highly desirable.
  • Demonstrated achievements in cost control and schedule control on capital projects.
  • Prior supervisory/lead experience in a project controls function.
Skills & Competencies
  • Strong knowledge of project management frameworks
    , work processes, and best practices.
  • Advanced Excel and solid Power Point skills; comfortable building and maintaining detailed cost and schedule models.
  • Strong analytical, consulting, and influencing skills; able to challenge and support project teams constructively.
  • Effective mentor and leader for project controls staff and planners.
  • Excellent interpersonal and communication skills (written and verbal).
  • High adaptability to changing priorities and fast-paced project environments.
  • Ability to multitask and respond quickly to urgent analysis and reporting requests.
  • Willingness to relocate or travel to project sites, including potential overseas assignments, as needed.
