Operations & HR Manager (Surveying / Engineering Environment)
A client of ours, a growing Geospatial & Land Surveying company based in Spring, TX, is seeking an Operations and HR Manager to support continued growth and operational efficiency. This role plays a critical part in overseeing human resources, payroll, billing, and day‑to‑day operations while helping build scalable systems and a positive workplace culture.
This is a hands‑on operations role in a technical services environment (surveying/engineering), not a corporate HR‑only position.
Scope of Work- Oversee recruitment, onboarding, offboarding and training of new employees.
- Develop videos for onboarding and training.
- Maintain employee records and ensure compliance with HR standards and regulations, including OSHA.
- Develop and implement HR policies and procedures to enhance workplace efficiency and culture.
- Payroll and billing
- Manage payroll processing and ensure timely and accurate payment to employees.
- Prepare and issue client invoices according to specific client requirements and rates.
- Maintain records of accounts payable and receivable, ensuring accuracy and compliance.
- Operational Oversight
- Develop and maintain inventory management systems to track supplies and equipment.
- Collaborate with management to establish and enforce operational policies and procedures.
- Anticipate operational needs and propose solutions to improve efficiency.
- Serve as a point of contact for clients regarding invoicing and payment inquiries.
- Maintain strong relationships with clients by ensuring their invoicing needs are met accurately and promptly.
- Provide guidance and mentoring to staff; foster a collaborative work environment.
- Identify opportunities for departmental growth and expansion, preparing for future scalability.

- Bachelor’s degree in Business Administration, Human Resources, or a related field (preferred).
- Minimum of 3-5 years of experience in HR, payroll, invoicing, and operations management, preferably in the geospatial, land surveying or construction industry.
- Proficiency in Quick Books and Smartsheet; familiarity with HR software is a plus.
- Strong understanding of HR standards and regulations, including OSHA compliance.
- Exceptional attention to detail and organizational skills.
- Excellent communication and interpersonal abilities.
- Entrepreneurial mindset with the ability to anticipate needs and drive initiatives.
- $80,000 per year with growth potential as the company expands.
