Position Overview

The Illinois Department of Natural Resources is seeking a Design and Construction Section Manager for the Office of Water Resources. This senior public service administrator will supervise all aspects of engineering design and contract plan production for a variety of water resources related projects, including dams, bridges, culverts, pump stations, spillways, reservoirs, and other earth, steel, concrete, and timber structures. The role involves traveling throughout the state, providing technical assistance and expertise to the Office of Water Resources and other IDNR offices, and guiding and training assigned staff.

Functions
  • Directs structural, geotechnical, and general civil design and preparation of contract plans for water resource projects.
  • Manages ongoing construction projects and serves as a full‑line supervisor.
  • Approves and signs plans, placing the Professional Engineering seal and Structural Engineering seal on all department‑designed plans and specifications.
  • Develops and implements policies, procedures, and application design specifications for all design projects.
  • Directs and coordinates the soils investigation program through consultant contracts.
  • Develops working relations with Water Resources employees and other departmental and non‑departmental contacts.
  • Performs other duties as reasonably within scope of the above responsibilities.
Minimum Qualifications
  • Four years of college education with a degree in civil engineering.
  • Four years of progressively responsible engineering management experience.
  • Professional Engineering License and Structural Engineering License in Illinois.
Preferred Qualifications
  • Four or more years of experience in civil and/or structural engineering.
  • Three years of on‑site management of construction projects.
  • Three years of coordinating pre‑bid and pre‑construction contract plans.
  • Three years of on‑site project experience overseeing contractors.
  • Three years of preparing contract plans for dams, bridges, culverts, pump stations, spillways, and reservoirs related to earth construction.
  • Two years of supervisory experience.
Conditions of Employment
  • Completion of a background check and criminal history disclosure.
  • Valid driver’s license and ability to travel, including overnight stays.
  • Compliance with revolving door restrictions (5 ILCS 430/5‑45) and requirement to file Statements of Economic Interest.
  • All employees are required to file annual Statements of Economic Interest with the Office of the Secretary of State and the Supplemental Statement with the Executive Ethics Commission; penalties apply for untimely filings.

Office of Water Resources Overview

The Office of Water Resources (OWR) is the lead state agency for water resources planning, navigation, floodplain management, the National Flood Insurance Program, water supply, drought, and interstate water actions. OWR is responsible for projects in shore waters of Lake Michigan, construction and operation of dams, and diversion of water from Lake Michigan and other federal lakes. The primary capital activity is urban flood damage reduction, assisting local governments with planning, design, construction, and financial assistance, including acquisition of flood‑prone homes and businesses.
