JIRA Support Analyst

Overview

Waypoint’s client is seeking a highly skilled JIRA Support Analyst who thrives in structured environments where accuracy, compliance, and continuous improvement are critical. The JIRA Support Analyst will serve as a key team member, helping to drive Agile and Release Train Management (RTM) processes to support the customer. This role applies process improvement and governance methodologies to capture activity, scheduling, process modernization, and assessment of RTM efforts, ensuring proper usage of JIRA and Confluence across projects.

The ideal candidate will bring both technical depth and process discipline to ensure seamless workflows, accurate record-keeping, and consistent compliance with Government policies.

• Ensure all JIRA/Confluence records are complete and compliant with established policies, including fields such as Scope, Descriptions, Acceptance Criteria, Titles, Dates, Record Types, and Capability Descriptions.
• Track corrective actions and notify the Government of delinquent activities when necessary.
• Support Government software developers’ compliance with record creation and management policies.
• Maintain integration of JIRA, Confluence, and other Government-provided software to visualize RTM status at multiple levels.
• Monitor workflows across software development efforts, maintaining enterprise-level records and synchronizing with other Agency programs.
• Act as an RTM-level subject matter expert in JIRA and Confluence data entry, record-keeping, and requirements tracing.
• Educate development vendors on proper JIRA/Confluence usage, including maintaining taxonomy linkages.
• Execute transfers of JIRA data between environments (low-side to high-side), preserving data and linkages.
• Monitor feature/task progress and ensure all completion dates and status entries are current and well-maintained.
• Support the integration of Tableau and development of Tableau dashboards to visualize progress and RTM status.

• Active TS/SCI clearance.
• Bachelor’s degree with 8+ years of relevant experience, or Master’s degree with 4+ years of experience in Government Programs, IT, or related fields.
• Experience with JIRA/Confluence tracking tools.
• Experience with Tableau.

• Experience monitoring and reporting on modifications to complex application programs from specifications and Discrepancy Reports.
• Hands-on expertise at the governance level in JIRA/Confluence, ensuring compliance, accuracy, and completeness.
• Proficiency building Tableau dashboards or similar visualizations to support executive decision-making.
• Experience auditing and tracking records to enforce standards and maintain compliance.
• Familiarity with SAFe Agile constructs (Solution Epics, Capabilities, Features) and configuring JIRA hierarchies for RTM alignment.
• Experience with cross-environment data transfers, preserving linkages and accuracy.
• Strong communication skills for synchronization, reporting, and collaboration with leadership and stakeholders.
• Experience supporting the National Geospatial-Intelligence Agency (NGA).
