Job Title: Information Systems Specialist I – Vehicle Applications

Salary: $5,483.00 per month (commensurate with experience)

Overview

Responsible for developing, modifying, and documenting complex COBOL programs, primarily for mainframe systems. This position requires expertise in system design, including creating detailed flowcharts, system definitions, and ensuring quality through advanced auditing procedures. The role also encompasses leading feasibility studies for system conversions, coordinating significant system and programming projects, and maintaining a thorough understanding of browser-based interfaces to mainframe programs.

Duties and Responsibilities
  • Architect and code new COBOL modules to meet specific vehicle application requirements. Integrate COBOL applications with other systems and platforms, ensuring seamless data flow. Periodically review and refactor existing COBOL code to improve efficiency and adapt to changing business needs.
  • Address and rectify any bugs or system malfunctions to ensure uninterrupted operations.
  • Maintain comprehensive documentation of code changes, system modifications, and updates.
  • Work closely with cross-functional teams, including business analysts and IT operations, to gather requirements and ensure system alignment with business objectives.
  • Provide technical expertise and guidance to junior developers and stakeholders on COBOL-related matters.
  • Complete necessary education, training, and certifications to stay abreast of latest technologies affecting Illinois Secretary of State information security.
  • Travel as necessary for education and meetings.
  • Perform other duties as required or assigned.
Education and Experience

Requires knowledge, skill, and mental development equivalent to the completion of two years of college with coursework in the computer science field OR 2.5 years of technical systems and/or programming experience as would be gained as an Information Systems Technician OR any equivalent combination of education and experience and/or IT project management.

Knowledge,

Skills and Abilities
  • Working knowledge of systems design and implementation, including the way programs are written, compiled, and tested.
  • Awareness of devices for capturing data for computers and the means available for receiving and transmitting data from remote locations.
  • Understanding of the advantages and limitations of computer communication and information retrieval systems as management information tools.
  • Experience conducting feasibility studies for converting to computer applications.
  • Strong analytical and logical thinking skills, ability to present results clearly.
  • Proficiency with appropriate methods, tools, applications, and processes.
  • Methodical and organized work style.
  • Sound judgment in evaluating and solving procedural, organizational, administrative, and technical problems.
  • Adherence to organizational standards for security, privacy, and ethics.
  • Willingness to travel and possession of a valid Illinois driver’s license.
  • Physical ability to lift, carry, and push/pull 0–50 lbs.
  • Preference given to Illinois residents, in accordance with the Illinois Secretary of State Merit Employment Code.
