This position serves as the Deputy Chief of Enterprise Application Services (EAS) System Engineering, providing onsite administrative oversight and direction to all activities and responsibilities of the EAS System Engineering Division. The role is a full‑line supervisor managing delivery of EAS development and platform services, creating and interpreting complex vendor contracts, and estimating and securing resources to design, develop, deploy, and maintain enterprise platforms and solutions.
It also involves participating in top‑level management meetings, directing technical program budgets, and establishing multiple goals and objectives for Enterprise Application Services to support key performance indicators, standards, and strategic success in various enterprise solutions for System Engineering.
- Serves as the Deputy Chief of Enterprise Application Services (EAS) System Engineering providing oversight and direction to all activities of the EAS System Engineering Division.
- Acts as full‑line supervisor, managing delivery of EAS development and platform services, developing and interpreting complex vendor contracts, and securing resources for enterprise platforms and solutions.
- Participates in top‑level management meetings and keeps the Chief of Enterprise Application Services and other EAS Deputies apprised of engineering roadmaps and project progress.
- Directs technical program budget preparations, controls appropriation of technology expenditures, and analyzes expenditures to provide management with justification and feasibility information.
- Establishes and manages goals and objectives for Enterprise Application Services to achieve key performance indicators, standards, and strategies for System Engineering solutions.
- Acts as official spokesperson for the EAS System Engineering group and speaks on behalf of the Department when needed.
- Performs other duties as assigned that are within the scope of the above enumerated duties.
- Four (4) years of college coursework in management information systems, information technology, computer science, or a directly related IT field.
- Four (4) years of progressively responsible administrative experience in a public or private IT organization.
- Three (3) years of experience supervising an IT team in a large, highly complex organization.
- Ten (10) years of experience managing complex IT portfolios and coordinating resources across multiple concurrent initiatives.
- Ten (10) years of experience in software development and technical solution architecture on enterprise platforms such as .NET, Power Platform, Salesforce, and Adobe Experience Manager (AEM).
- Eight (8) years of experience in IT strategic planning, budgeting, and long‑term modernization strategies.
- Eight (8) years of experience fostering collaboration among multidisciplinary teams, executive leadership, and external stakeholders.
- Five (5) years in a senior leadership role directing enterprise‑level application development and system engineering operations.
- Knowledge of audit and compliance standards (e.g., NIST guidelines) with experience designing, implementing, and monitoring audit controls across development pipelines.
- Knowledge of performance management, setting goals, evaluating performance, and aligning outcomes with organizational priorities.
- Ability to analyze complex administrative challenges, identify root causes, and implement strategic solutions.
- Ability to develop and maintain cooperative working relationships with staff, managers, executives, and external stakeholders.
