Position: SUPERVISOR ROE/ISC (SUPERVISOR #1953)

Reporting to the director of ROE/ISC, the ROE/ISC supervisor applies Illinois State Board of Education (ISBE) equity tools and evaluations to all projects; integrates and demonstrates solid knowledge of the policies and expectations of the State Board of Education; supervises staff; directs, oversees and administers programs and operations within the ROE/ISC department; serves as a liaison between agency departments; supports the ROEs/ISCs in their compliance work;

and monitors all aspects of the agency’s connections to and work with ROEs/ISCs.

Duties and Responsibilities
  • Serves as a liaison to Regional Offices of Education (ROEs), Intermediate Service Centers (ISCs), and Illinois Association of Regional Superintendents of Schools (IARSS)
  • Supports the ROEs/ISCs in their compliance work (e.g., mandated school trainings for public schools, Illinois Instructional Mandates, residency, public school calendar guidance)
  • Monitors all aspects of the agency’s connections to and work with ROEs/ISCs.
  • Meets regularly with the entire membership of IARSS and leadership to disseminate information to ROEs/ISCs and gather feedback from the to improve the delivery of regional services across Illinois.
  • Provides support and resources in response to district needs.
  • Provides resources to Illinois school districts to support the development and continued excellence future and current district leaders.
  • Supports the development of the principal and superintendent pipeline.
  • Develops and communicates district/improvement support.
  • Represents and speaks accurately on behalf of the State Board of Education to school leaders concerning the interpretation of agency policies, procedures, or actions.
  • Manages identified functions of the ROE/ISC department.
  • Monitors and evaluates the activities of staff to ensure the application and direction of agency policies and guidelines, state/federal rules, and fiscal accountability.
  • Oversees the execution of regionally-based state and federal grants.
  • Develops, coordinates, and assigns timelines for the initiation and completion of key projects of the ROE/ISC department.
  • Supervises the day-to-day activities of the ROE/ISC department.
  • Develops and recommends policies, programs, procedures, and plans to ensure compliance with federal and state laws and administrative rules and to improve the effectiveness of program implementation.
  • Works throughout the Illinois State Board of Education (ISBE) to develop and administer grants, reports, contracts, and budgets.
  • Models active and collaborative leadership in cross-functional department work.
  • Performs other duties as assigned.
Required Qualifications
  • Bachelor’s degree. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
  • At least two years of experience in educational leadership.
  • Experience supervising staff.
  • Experience with policy development and regulatory compliance issues in education.
  • Experience monitoring and enforcing compliance regulations associated with state and/or federal programs.
  • Extensive experience with Microsoft 365/teams applications.
  • Experience with federal and state grants.
  • li>Extensive knowledge of policies and procedures relating to education.
  • Organizational skills.
  • Ability to multitask and prioritize projects.
  • Strong knowledge of federal law and policies.
  • Good oral and written communication skills.
  • Excellent interpersonal skills.
  • Good negotiation skills.
  • Familiarity with budget development, planning, implementation, and monitoring.
Preferred Qualifications
  • Master’s degree.
