Performs experienced instruction relative to Occupational Safety and Health Administration (OSHA) training on both mandatory and elective topics for all employees of the Illinois Secretary of State’s office; participates in the research, development and implementation of OSHA training programs, prepares training materials, updates OSHA training manuals, assists with safety compliance, investigates worksites for compliance with local, state and federal regulations including OSHA;
records education credits; maintains OSHA logs; coordinates training schedules; works with IT on technical issues; requires lifting, carrying, pushing and pulling 0 to 25 lbs.; requires a valid Illinois Driver’s License.
- Research, develop, select, implement and prepare presentations for OSHA training programs for all employees.
- Assist with safety compliance under local, state, and federal regulation; investigate worksites; prepare draft documents for filing; maintain OSHA logs; collect compliance forms; enter data in training database.
- Provide training for Class I Lock Out/Tag Out, Hazard Communication/Silica, Mercury Awareness, Asbestos and BBP, Class II Hearing Protection, Confined Spaces, Lead Awareness, Legionella, BBP, Fire Extinguisher Awareness and other related courses; enter education credits.
- Update yearly OSHA training spreadsheet; train new hires and contractual employees within first week; schedule training; follow up attendance; send reminders of yearly tests.
- Enter data from Reliable & MOHA into Excel; contact leadership with results; conduct job analysis; maintain Safety Data Sheets masters.
- Perform random safety checks; compile safety reports.
- Attend weekly Legionella meeting; perform yearly check of OSHA programs; update Power Points and videos; collaborate with IT on technical issues.
- Perform other related duties as required or assigned.
Requires completion of four years of college, preferably with courses in public or business administration, and three years of professional experience in development and administration of OSHA mandated training programs and experience handling OSHA regulatory compliance. Additional requirements may apply, including specific licenses, certifications or credentials.
Knowledge, Skills, and Abilities- Thorough knowledge of principles and practices of public and business administration.
- Extensive knowledge of functions and organization of state government.
- Working knowledge of business accounting, program budgeting, personnel management and statistics.
- Elementary knowledge of data processing business applications.
- Ability to develop and manage a statewide program.
- Ability to analyze administrative problems and adopt effective actions.
- Ability to develop, install and evaluate new and revised methods, procedures and performance standards.
- Ability to exercise judgment and discretion in implementing and interpreting departmental policies and procedures.
- Ability to estimate and budget for future needs and costs.
- Ability to develop and maintain cooperative managerial working relationships.
- Ability to lift, carry, push and pull 0 to 25 lbs.
- Willingness to travel; possession of valid Illinois driver’s license; occasional overnight stays.
