Position Summary

The WIOA OSY Youth Support Specialist provides outreach, assessment, case management, and support services to youth ages 16–24. The Specialist connects participants with education, employment, training, and community resources while building relationships with families, schools, workforce partners, service providers, and public agencies to promote positive outcomes for Springfield youth.

Participant Outreach & Case Management
  • Provide outreach, prevention education, intervention, and case management services to youth ages 16–24.
  • Greet, screen, and engage individuals seeking program services.
  • Conduct social service assessments to identify participant strengths, needs, barriers, and appropriate supports.
  • Provide ongoing case management and support participants in working toward positive educational, employment, and personal outcomes.
  • Maintain regular engagement with participants and provide appropriate follow-up.
  • Assist participants in accessing substance use services, counseling, tutoring, mentoring, vocational training, and other community resources.
Workforce & Community Connections
  • Connect participants with workforce development, education, training, and community-based opportunities.
  • Foster relationships with schools, workforce providers, healthcare organizations, social service agencies, businesses, and public agencies.
  • Link participants to appropriate services and resources based on identified needs.
  • Participate in collaborative meetings, committees, and community initiatives that benefit youth and young adults.
  • Travel to multiple program, community, partner, and business locations to provide services and participate in meetings.
Documentation & WIOA Compliance
  • Maintain accurate and timely participant records, daily service logs, case documentation, and program reports.
  • Complete required monthly documentation in accordance with WIOA program requirements.
  • Collect and maintain program and participant information required for reporting and evaluation.
  • Gather and review data to support program evaluation and adjustments in accordance with funding requirements.
  • Maintain confidentiality and comply with NNCC policies and applicable program and funding requirements.
Professional Development & Program Support
  • Participate in required trainings and professional development, including Trauma-Informed Care, Youth Development, Motivational Interviewing, and related topics.
  • Maintain proficiency with computers and applications used for documentation, communication, and program reporting.
  • Collaborate with Youth Support Services staff and community partners to support participant success.
