Production Specialist/Cartographer Middle LevelQSL is seeking a Cartographic Analyst to support the Maritime Safety Office (SFH). The ideal candidate will work in a dynamic, fast-paced, team environment supporting critical Maritime GEOINT activities through domain expertise, effective communication skills (written and oral), and the ability to deliver PowerPoint presentations. Managing multiple projects within tight deadlines is essential. The contractor must perform independent quality reviews on all products before final submission to the NGA POC.
- 3 to 10 years of experience in cartographic finishing, feature extraction from maps, charts, or imagery sources, attribution population, and related tasks.
- Proficiency with ESRI ArcGIS and PLTS.
- Ability to geo-rectify maps, charts, and other sources.
- Knowledge of NGA Products and Services.
- Experience creating, editing, and manipulating shape files, geodatabases, and features.
- Ability to export data in multiple formats, including MILSPEC and shape files.
- Understanding of generalization rules.
- Experience using imagery for nautical chart compilation.
- Knowledge of digital cartography, GIS, remote sensing, photogrammetry, and digital formats.
- Ability to interpret satellite imagery for feature extraction (e.g., coastlines).
- Skill in manual or automated quality checks.
- Proficiency in MS Outlook, Word, PowerPoint, Access, and Excel.
- Knowledge of geospatial database management.
- Understanding of symbolization rules for feature portrayal.
- Experience working with geospatial data in a multi-user environment.
- Knowledge of S57 data format.
- Ability to write Python scripts in ArcGIS.
- Experience in the maritime GEOINT domain.
