Position: Production Specialist/Cartographer Middle Level with Security Clearance
CLEARANCE REQUIRED : TS/SCI This job is located in:
Springfield, VA Salary Range: $83,000.00 to $ First shift QSL is looking for a Cartographic Analyst to support the mission of the Maritime Safety Office (SFH). These personnel shall be proficient to working in a dynamic, fast pace, team environment supporting critical Maritime GEOINT activities through their GEOINT domain expertise, effective communication skills - written, oral, and the building and delivering effective PowerPoint based presentations.

The ability to manage multiple time constrained projects is critical to success. The contractor shall be required to perform an independent quality review on all completed products prior to final submission to the NGA POC.

Required:

* 3 to 10 years of cartographic finishing, feature from maps, charts or various imagery sources, attribution population, and related experience.
* Knowledge of ESRI ArcGIS and PLTS.
* Ability to geo-rectify maps, charts and various sources.
* Knowledge of NGA Products and Services.
• Desired:
* Experience creating, editing, and manipulating shape files, geodatabases, and features.
* Ability to export data in multiple formats, predominantly standard MILSPEC as well as shape files.
* Knowledge of generalization rules.
* Ability to use imagery for the purposes of nautical chart compilation.
* Experience combining digital cartography, computer technology, GIS, cartographic and geospatial production techniques, remote sensing, photogrammetry, and digital formats.
* Ability to order, manipulate, and interpret various types of satellite imagery used as a source for feature extraction (coastline, etc.).
* Ability to perform manual or automated bulk quality checks.
* Proficient in MS Outlook, Word, PowerPoint, Access and Excel.
* Knowledge of geospatial database content management.
* Knowledge of symbolization rules (how symbols are used to portray features).
* Experience working with geospatial data in a multi-user enterprise environment
* Knowledge of S57 data format.
* Ability to write Python scripts in ArcGIS.
