We are seeking a mission-driven Senior Data Scientist to support a high-impact Insider Threat Program (ITP) for the Department of Homeland Security (DHS). In this role, you will join a multidisciplinary team tasked with detecting, assessing, and mitigating insider threats across one of the most vital federal agencies in the nation. This position combines technical innovation with national security, enabling data-driven insights to protect sensitive personnel, systems, and information.

Key Responsibilities

• Develop and deploy statistical models, machine learning algorithms, and behavioral analytics to identify anomalous patterns indicating potential insider threat activity.
• Integrate and analyze complex data sets from multiple internal sources (e.g., user activity monitoring tools, HR systems, access logs) to inform threat assessments.
• Collaborate with client-side analysts, cybersecurity professionals, and stakeholders across counterintelligence, legal, and HR functions to ensure analytical models are effective and operationally relevant.
• Build and maintain analytical tools and dashboards that enable real-time threat detection and strategic decision-making.
• Ensure all analytical efforts are aligned with federal privacy, civil liberties, and compliance regulations.
• Prepare and deliver technical reports, briefings, and visualizations to both technical and non-technical stakeholders.
• Remain current on advancements in data science, insider threat methodologies, and emerging risks in the federal security landscape.

Required Qualifications

• Active Top Secret clearance (SCI eligibility strongly preferred).
• Bachelor’s or Master’s degree in Data Science, Statistics, Computer Science, Engineering, or related field.
• Minimum 8 years of experience applying data science techniques in cybersecurity, risk analysis, or government/intelligence settings.
• Proficiency in programming and analysis tools such as Python, R, SQL, and experience with machine learning frameworks like scikit-learn, Tensor Flow, or XGBoost.
• Familiarity with data wrangling, feature engineering, and ETL pipelines involving both structured and unstructured data.
• Strong written and verbal communication skills, with the ability to translate analytical findings into actionable recommendations.

Preferred Qualifications

• Experience supporting insider threat, counterintelligence, or risk mitigation programs within a federal agency or DoD/IC environment.
• Understanding of DHS Insider Threat frameworks, including EO 13587 and NITTF guidelines.
• Familiarity with user activity monitoring (UAM) systems, SIEM tools, and behavioral analytics platforms.
• Knowledge of federal data privacy regulations, civil liberties considerations, and secure data handling protocols.
