The Network Program Manager (PM) is responsible for overseeing all aspects of the successful delivery of task order requirements throughout the period of performance, ensuring a high-quality customer experience for U.S. Customs and Border Protection (CBP). The PM serves as the Contractor’s Point of Contact (POC) for the Contracting Officer’s Representative (COR). The PM organizes, directs, and manages contract operation support functions involving multiple, complex and inter-related project tasks, manages teams of support personnel at multiple locations, maintains and manages the client interface at the senior levels of the client organization, and meets with customer and Contractor personnel to formulate and review task plans and deliverable items.

The PM ensures quality management, conformance with program task schedules and costs, establishes and maintains technical and financial reports to show progress of projects to management and customers, delegates responsibilities to subordinates and oversees the successful completion of all assigned tasks.

• Relevant certifications such as Project Management Professional (PMP), ITIL v3, CCNA, CCNP
• Proficiency in project management with knowledge of security and compliance issues
• Bachelor’s degree in a related technical field such as Management Information Systems, Computer Science, Engineering, IT, Networking or Telecommunications
• A minimum of ten (10) years’ experience organizing, directing, and managing contract operation support functions and multiple complex and inter-related projects for a large, complex Federal agency

A background investigation (BI) is required for performance under this effort. Contractor employees will not begin work until the BI is approved by CBP, Security Programs Division. This role requires an active Top Secret Security Clearance, customer approval, and successful completion of a pre-employment background screening. Exceptions to the requirement are handled on a case‑by‑case basis, and access to facilities, systems, data, etc.
