We have a vacancy for a highly motivated individual who wants to play a key role in responding to the challenges and opportunities facing working age adults with learning disabilities and mental health challenges (including children & young people transitioning from Children’s Services provision).

As a Commissioning Officer you will be responsible for ensuring evidence-based, high-quality, and cost-effective commissioning of services in line with the priorities set in the St Helens and working alongside commissioners delivering key strategies across a wider all-age approach, including fostering and developing strong partnerships with our wider strategic partners including health, housing and voluntary sector.

You will be a strong leader and team player who has a high level of intellectual rigor, negotiation, and motivational skills and is flexible and adaptable to change. Experience in commissioning services for Adult's is essential however, experience across an all-age portfolio of commissioned services would be advantageous. In this key role, you will join an All-Age Commissioning Hub and be expected to work collaboratively with wider Council departments and partners.

The successful candidate should be educated to Degree level and/or have experience of working in a Commissioning role.

Interviews for this exciting opportunity are expected to take place during July 2026.

• A genuine understanding of learning disabilities and mental health care and support.
• Sound understanding of the Commissioning frameworks.
• Ability to manage a complex and varied portfolio with competing deadlines and shifting priorities
• Strong commissioning skills, from needs assessment and market development through to procurement, contract management, and co-production with service users
• The ability to build effective partnerships across the NHS, housing and voluntary sector.
• Ability to work independently with strong written and analytical skills
• You will join a talented and committed commissioning team working across adults, children, and public health with a shared commitment to commissioning that genuinely improves lives.

The successful candidate should be educated to degree level and/or have relevant experience in a commissioning, technology, or prevention role in health or social care.
