Job Description & How to Apply Below

Staffordshire County Council,

Join the Oracle Fusion Programme Team on an exciting transformational journey! Are you analytical, technically minded and curious by nature, and looking for a new opportunity to utilise your skills?

We are inviting applications to play a pivotal role in the implementation for our new Oracle Fusion Solution. This is a unique opportunity to shape a joined-up Finance, HR and Payroll system that helps ensure the tools we use every day truly work for us and end users across the authority. It’s also a chance for you to develop your strategic thinking and experience of change management within a supportive project team.

We are recruiting to a vacancy in our HR and Payroll workstream, for a 12-month period. If you are technically minded and have a curious nature, then this role could be for you. Working alongside the functional business analyst, this role will focus on the technical areas of reporting and integrations, and provide support for data migration, technical testing and solution readiness.

Therefore HR/payroll experience is not essential, it is more important that you have analytical and problem‑solving capabilities, attention to detail and the ability to manage multiple deliverables simultaneously.

Main Responsibilities

As a key member of the programme team, you will:

  • Analyse and coordinate reporting, integrations, and technical solution readiness activities in the HR and Payroll workstream
  • Document and define requirements and specifications for reports, HR & Payroll interfaces, and other non‑functional solution components.
  • Act as the liaison between the HR & Payroll workstream: functional business analyst, business stakeholders, implementation partners, technical teams, and third‑party suppliers to ensure end‑to‑end solution design aligns
  • Compile data and insight from multiple sources.
  • Identify opportunities to cleanse and improve data quality across our existing solutions
  • Attend and contribute to relevant workshops.
  • Support testing and validation activities for reporting, integrations, and migrated data, ensuring solutions meet business requirements and quality standards
  • Support solution readiness activity, including data quality, technical dependencies, cutover inputs, and cut‑over preparations
The Ideal Candidate

The minimum criteria that will be used to shortlist for this role will be:

  • A sound understanding of working with various data sources.
  • A good understanding of reporting
  • Prior knowledge or willingness to learn about system integrations and exchange of information between systems, to support business processes
  • Ability to manage prioritisation methods (such as MOSCOW
    - Must have, Should have, Could have, Would like to have)
  • Good communication skills and ability to influence stakeholders to adhere to our project principles of ‘Adopt not Adapt’
  • Analytical and problem‑solving capabilities, attention to detail and ability to manage multiple deliverables simultaneously
  • A team ethos, able to work within a workstream as well as cross‑functionally with wider programme colleagues and stakeholders (both internal and external)
  • A calm and organised approach under pressure.

There will be a requirement for a significant amount of office based working to support configuration and training throughout the project.

Interviews

Interviews - will be held week beginning 14 September 2026 and you will be required to start as soon as possible.

We reserve the right to close this advert early if we receive a high number of applications.
