Head of Property Design and Delivery

Belmont Recruitment are currently looking for an experienced Head of Property Design and Delivery to join Staffordshire Council on an initial 6 month contract. This is a full-time role working 37 hours per week.

The Role:

This role will oversee the in sourcing of a Property Professional Services Design function via TUPE, managing a team of approximately 30 professionals and overseeing supplier relationships. The role is pivotal in transitioning services from external providers to in-house delivery, including full responsibility for TUPE processes. The post holder will provide strategic leadership, ensure service excellence, and drive innovation in property design and delivery.

Key Responsibilities:

• Lead and manage the TUPE transfer of a property professional services design function from external providers into the Council

• Provide strategic and technical leadership to a multidisciplinary design and delivery team

• Ensure continuity of service throughout the transition period, with particular focus on education projects

• Oversee supplier relationships and specialist consultancy commissions

• Establish and embed effective systems, processes and governance to support in-house delivery

• Advise senior leadership on organisational design, operating model options and future recruitment requirements

• Ensure the design function is fit for purpose, innovative and delivery-focused

• Act as senior technical authority across architecture, design management and capital delivery
