General Statement:The Connecticut State Board of Education (CSBE) emphasizes the importance of high-quality, comprehensive, and effective ESL and bilingual education programs for English Learners (ELs). Bilingual teachers work under Section 10 17e(2) of the C.G.S., which defines bilingual education as a program that:
Bilingual teachers are certified instructors who teach bilingual eligible students, providing grade-appropriate content with linguistic and academic supports. The goal is to provide Spanish or Haitian-Creole language support to help students understand the core curriculum while building English proficiency.
Educational programs for ELs are regulated by the Every Student Succeeds Act, Title I, and Title III. The Bilingual teacher is part of the Stamford Public Schools EL Department, supervised by building administration and supported by the Coordinator of English Learners (EL).

Teachers certified in TESOL, Bilingual Education, or ESL, with experience in Sheltered Instruction or fluency in another language, are preferred.
