Description

This leader will drive the evolution of Citizens’ talent and performance enablement practices into a unified, future‑ready system. As Development Consultant, they will provide oversight of current‑state performance enablement, execute the existing annual Talent Review process and partner with senior leadership to architect and implement a reimagined talent strategy.

They will also manage a small team dedicated to delivering both present and future initiatives. This role is pivotal in shaping how Citizens cultivates high performance, career growth, and leadership readiness across the enterprise.

Key Responsibilities Strategic Integration & Reimagination
  • Lead the convergence of performance enablement and talent management into a unified, data‑informed, manager‑enabled, and always‑on ecosystem.
  • Lead the redesign and execution of the annual OKR (objectives, key result) process, in partnership with key stakeholders.
  • Champion enterprise‑wide change initiatives, driving adoption and engagement of new practices.
  • Partner with key stakeholders (HR, Technology, Finance, Office of Inclusion) to co‑create and implement innovative solutions.
  • Activate insights from Citizens Talent Matters (talent marketplace), Organizational Health Survey, and other data sources to inform strategy and talent decisions.
  • Establish and monitor success metrics and KPIs for all enablement and talent initiatives.
Execution of Current State Processes (Talent and Performance Enablement)
  • Provide strategic oversight of the existing performance enablement process (including Officer Title promotion process), supported by a seasoned program manager.
  • Manage execution of enterprise‑wide talent management, including annual talent review (tech platform management, collection of data from all business units, analysis of key trends across identified talent population, design of enterprise deck, etc.).
  • Address friction in current processes (e.g., manual data collection) and drive continuous improvement.
  • Ensure compliance with regulatory and audit requirements.
Future‑Focused Innovation
  • Partner with Head of Talent to architect and implement an AI‑native, skills‑driven talent review and succession process.
  • Shift the organization toward continuous, dynamic reviews, real‑time insights, and democratized leadership visibility.
  • Streamline workflows, reduce bias, and activate inclusive, skills‑based pipelines.
  • Determine tools required for manager upskilling to drive accountability and support effective execution of processes.
People Management & Leadership
  • Manage, coach, and develop direct reports, fostering a culture of growth, collaboration, and high performance.
  • Empower team members to execute current processes and contribute to future‑state innovation.
  • Provide strategic guidance and support to colleagues executing the existing processes.
