GENERAL POSITION SUMMARY
The HR Business Partner (HRBP) will work with and provide guidance and direction in the management of human resource functions including but not limited to personnel policy development and implementation, recruitment and selection, testing and assessment, compensation and classification, benefits, and training for all city employees.
ESSENTIAL JOB FUNCTIONS- Substitute for and manage the Human Resources Department in the absence of the Director of Human Resources and the Human Resources Manager.
- Interact with department representatives and other staff regarding human resources and payroll policies and transactions.
- May confer with the Mayor, Board, and Department Directors to resolve management problems.
- Serve as a resource person on employment, compensation, and benefits and gives requested information from appropriate human resources policies and procedures in response to department representatives, employees, or official inquiries.
- Function as a strategic business partner to assigned departments by providing guidance and assistance in recruitment processes to include: serving as a departmental liaison for screening applications, interviewing and evaluating applicants; ensuring interview and selection processes comply with City policy; participating in career and community related job fairs and providing policy interpretation and guidance to hiring supervisors on recruitment methods.
- Lead assigned Employee Relations investigations (to include document findings, facts, and recommended actions); administer decisions; and ensure report and supporting documentation are filed and maintained appropriately.
- Develop, coordinate, and conduct training programs for new employees, management, and City employees on personnel and other City policies, employee performance appraisal, employee benefits, Human Resource Information System (HRIS), employment laws, Work–Life Balance, and other human resources-related training.
- Coordinate the administration of the City's Leave Management Programs including the coordination of FMLA, ADA, Workers Compensation, City Leave, Return to Work and Fitness for Duty policy requirements. Also, conduct/review statistical analysis of work-related injuries in order to make recommendations for reducing such injuries.
- Oversee and coordinate the administration of examinations for promotions and entry level positions including establishing promotional and applicant rosters and ordering and securing tests; serve as a proctor and/or grader for promotional tests and entry level exams; and maintain a database of test scores to include calculations of written scores, education and experience.
- Facilitate and track pre-employment criminal background checks and drug screening processes and communicate results to appropriate personnel.
- Assist with the processing of applicant psychological examinations.
- Facilitate, review, and assess onboarding and retention of employees to include periodic reviews of onboarding surveys and exit interview feedback with department leaders.
- Communicate new hire, rehire, promotion, and demotion Board Requests and submit required documents and information to HR Manager in accordance with Board submission schedule for agenda packet preparation.
- Provide technical support and administration of the Kronos online employment application system.
- Ensure data integrity of the HRIS system to produce reports, reconcile (applicant, employee, and billing data), and ensure comprehensive electronic employees’ files.
- Represent the City regarding unemployment compensation claim matters.
- Support and assist the Human Resources Manager with the City’s annual open enrollment process.
- Coordinate, oversee, and assist the HR Department’s student and grant funded workers' projects and tasks.
- Setup, update, maintain, and administer the Alert Sense System to notify employees of City closures, late starts, early closings, and other City wide information that requires mass communication.
