Position Function
The Director serves as the leader for the areas of Property, Receiving & Mail Services. The respective responsibilities include receiving/delivery of incoming freight to MSU departments, managing the fixed asset management system, and coordinating the campus departmental mail pickup and delivery functions in coordination with the US Post Office. This position champions continuous improvement by establishing and maintaining policy and procedures for the control, management, proper stewardship, and disposal of university and sponsored research assets in accordance with various State and Federal regulations.
The Director serves as the liaison between State and Federal auditors regarding fixed assets.
Responsibilities
Provides vision and operational leadership for all functional areas:- Receiving & Property Control: receipt of packages, processing of asset acquisitions, asset disposals, management of fixed assets, buildings, land acreage, and improvements.
- University Mail Services: on and off campus departmental mail pickup and delivery functions in coordination with the US Post Office.
Builds and maintains a highly adaptable team structure that supports innovation and growth, while fostering a team-oriented culture. Responsible for the hiring, discipline, and termination of staff. Motivates employees to achieve peak productivity, performance and efficiency.Directs and coordinates all inventory-related activities to include inventory reconciliations, data entry of inventory information, and maintenance of accurate inventory reporting for distribution to departments. Ensures that all activities are accomplished in accordance with all laws, regulations, policies and procedures. Applies internal control concepts and appropriately assesses the exposures resulting from ineffective or missing control practices.Prepares the annual fixed asset financial statements in cooperation with the Controller and Treasurer’s office.Functions as a liaison with administrators, unit heads, departmental staff, and external state/federal audit agencies to ensure that policies and procedures are followed correctly.Coordinates and facilitates interactions between various MSU offices and external offices to achieve various departmental goals; to include, but not limited to:
General Counsel, Controller and Treasurer, Procurement Services, Contract Services, Sponsored Programs Administration, Facilities Management, Mississippi Agricultural and Forestry Experiment Station, Forest and Wildlife Research Center, Mississippi State University Extension Service, Mississippi State Chemical Laboratory, Mississippi Department of Finance and Administration, Mississippi Office of The State Auditor, Mississippi Secretary of State, Office of Naval Research, U.S. Postal Service.Champions sustainable practices and innovative solutions for the disposition of electronic waste and surplus equipment in accordance with state and federal laws, regulations, and policies.Recommends and participates in the development of university policies and procedures; may serve on university planning and policy-making committees.Provides overall strategic vision and direction for the department by identifying opportunities for innovation, improving processes, and aligning operations with university priorities.Develops and maintains service standards that ensure timely communication, consistent delivery of services, and positive interactions with all University stakeholders.Perform related duties as assigned.Minimum Qualifications
Bachelor’s degree in accounting, finance, business, or related discipline.5 years of relevant experience, including a minimum of 2 years in a supervisory role.Preferred Qualifications
