DescriptionTo work on heavy highway, road, and bridge construction and maintenance projects, monitoring contractors, ensuring quality control and contract compliance. The Construction Inspector reports to a Senior Construction Inspector, Construction Manager, or another designee.

Requirements Essential Functions- Perform material testing and inspections or oversee third‑party material testing.
- Take field measurements.
- Read and interpret plans and contract documents for structures, bridges, roadways, etc.
- Inspect various aspects of work and project installation to ensure proper construction (ex. excavations, drainage, soil and aggregate placement, concrete placement, structure installations, paving operations).
- Document pay quantities for current and final estimates.
- Complete daily summary of construction activities and work performed.
- Interact daily with contractors, including superintendents and foremen.
- Advise contractors of violations, recommend necessary adjustments, and report status to senior inspector or construction manager.
- Use standard survey and field engineering equipment to review lines, grades, dimensions, and elevations.
- Inspect erosion and sediment control installations for environmental compliance.
- Inspect BMP installations.
- Inspect roadway traffic control and work zone safety.
- Maintain project records: daily diaries, materials notebooks, as‑built plans, pay quantity records, and monthly estimates.

This position does not have supervisory responsibilities.
Work EnvironmentThe job is performed in a professional office environment and on transportation construction job sites. It requires use of field and standard office equipment such as computers, phones, photocopiers, filing cabinets, tablets, digital cameras, nuclear gauges, and surveying tools.
Physical DemandsRegularly required to talk, hear, stand, walk, climb, drive, lift, use hands, and reach with hands and arms.
Position Type/Expected Hours of WorkThis is a full‑time position requiring 40+ hours per week, typically 6:00–9:00 a.m. start times, 8–10 hour shifts. Project assignments may require night or weekend work and flexibility to meet client or contractor schedules.
TravelMost assignments do not require more than an hour of travel. Some may require extensive regional travel or overnight stays for sites >90 miles from home.
Required Education And ExperienceExpected to have 3 years of highway construction inspection experience. Working knowledge of roadway, structure, and bridge construction methods, materials, standards, and specifications; VDOT specifications; VA MUTCD; state and federal environmental, safety, and EEOC guidelines; and contract management software (Site Manager, Plan Grid, AWP).

Soil & Aggregate Compaction VDOT or NICET Level II;
Asphalt Field Level I & II VDOT; ACI;
Pavement Marking VDOT;
Slurry Surfacing VDOT;
Surface Treatment VDOT;
Flagger Certification VDOT;
Erosion and Sediment Control Inspection Virginia DEQ;
Nuclear Gauge Safety Training NRC;
Stormwater Management (Inspector) Certification Virginia DEQ;
Intermediate Work Zone Traffic Control VDOT; 10‑Hour OSHA Safety Training; GRIT (Guardrail) Certification VDOT.
- Operating computer equipment and field inspection equipment (Site Manager, Plan Grid, AWP).
- Functional computer usage, including Microsoft Office.
- Read and interpret roadway, structure, and bridge plans and specifications.
- Apply mathematical formulas and engineering principles for field adjustments.
- Maintain detailed records.
- Perform and document required material testing.
- Communicate with client and contractor personnel and the general public.
Must be eligible to work in the U.S. and pass a client background check if required.
