Job Summary Reporting to the Associate Director of Asset Information Systems, the Manager of Data Analytics is responsible for managing and improving linear and vertical asset data, analytics, and digital platforms for Public Works. This role ensures accurate, timely, and integrated asset information across GIS, EAM/CMMS, and decision support systems to support lifecycle planning, risk management, and investment prioritization.
The Manager develops and implements data standards, analytics tools, and performance dashboards, transforming complex infrastructure data into actionable insights that enhance the efficiency, resiliency, and sustainability of operations across Public Works. This role leads predictive analytics, master data management, and digital modernization initiatives that enable data-driven decisions across the entire asset lifecycle.
Education Post-secondary degree in Civil Engineering, Geomatics, Computer Science, Data Science, or a related field is required.
An equivalent combination of education, experience, and qualifications may be considered.
Minimum of 7 years of progressive experience in municipal infrastructure, asset management, data analytics, or information systems, including experience in a leadership capacity.
Demonstrated experience leading complex data systems and analytics programs in a public sector or large utility setting.
Experience with data modelling, database management, and statistical or predictive analytics.
Experience with enterprise data governance, metadata standards, information architecture, master data management, and integration between GIS, EAM, finance, and OT systems is preferred.
Experience with AI/ML analytics, predictive failure modeling, or digital twin environments is an asset.
Technical competence, understanding, and/or integration experience with application and information technologies in use at Niagara Region, including ArcGIS Enterprise, SQL Server, REST, Python, and FME.
Strong knowledge of asset lifecycle management, condition and performance monitoring, and risk-based planning.
Knowledge of infrastructure planning processes, service level reporting, and regulatory compliance is considered an asset.
