APMO, Enterprise, Financial, and Subcontracts Manager – CACI International Inc
Join CACI International as a Lead Program Finance Analyst responsible for financial planning and analysis for the ITI2 Contract supporting Customs and Border Protection (CBP) in Northern Virginia. The role involves unique Federal acquisition experience and agile methodology.
Contractual Details:
Full‑time, regular employee, up to 10% travel (local), clearance required:
None.
- Significant interaction with the ITI2 Executive Program Manager, contract leadership and CACI finance, accounting, and procurement teams.
- Preparation of financial deliverables (AOP, quarterly forecasts, LREs, EACs).
- Development of budgets (spend plans) and financial analysis of funding profiles and variances.
- Contract life‑cycle activities: project setup/maintenance, invoicing, accruals, financial projections, and month‑end close.
- Management of subcontractor hours, costs, and funding needs.
- Implementation of financial policies and procedures, statistical reporting, estimates, and auditing.
- Preparation of written, verbal, and quantitative reports for customer deliverables (e.g., Contract Status Funds Report).
- Reporting and variance analysis including revenue, profit, cash, backlog, risk, and opportunities.
- Participation in proposals through cost modeling and cost volume input.
- Conduct cost, schedule, and contract performance variance analyses.
- Submission and maintenance of purchase requisitions for subcontractors, consultants and materials; review and approval of invoices.
- Support of RFPs, pricing models, and cost analysis.
- U.S. Citizenship with the ability to pass a CBP background investigation (3‑year felony check, 1‑year drug check, 1‑year misconduct check).
- Proven experience in project planning, control, and variance analysis within Federal procurement.
- Knowledge of multiple program types (CPAF, CPFF, LOE, FPLOE, FFP, T&M, IDIQ).
- Experience with the full life cycle of a federal program from proposal development to contract close‑out.
- Bachelor’s degree in Finance or Accounting. Five or more years of relevant experience.
- Experience in Program Control, Finance, Cost Estimating, Financial Analysis or Accounting for a government customer.
- Strong knowledge of Costpoint and Cognos.
- Understanding of federal contracting regulations and accounting principles.
- Strong problem‑solving skills, analytical and technical expertise.
- Effective communication, organizational, and time‑management abilities.
- Ability to balance long‑term planning with short‑term execution.
- Proficiency in Microsoft Office (Excel, Word, PowerPoint).
- Team collaboration, facilitation, and negotiation.

Pay Range$94,400 – $198,200 (federal contract, depends on location, experience and skills)
