Senior Estates Officer

Starting salary: £53,806 (up to £59,497).

Hours:

37 hours per week.

About the Team

The Property team is part of the Resources Directorate at Hertfordshire County Council and supports all service teams with their property requirements. The Disposals team has recently been established to drive capital receipts from the sale of surplus assets and to lead on the acquisition of new property to deliver council services.

About the Role

You will report to the Strategic Asset Manager (Disposals) and will be responsible for disposal and acquisition projects, estate management of surplus property prior to disposals, providing professional property advice to meet RICS standards, managing external consultants, liaising with legal, estates, development, planning, finance and service teams, and overseeing political approval processes.

Essential Qualifications
  • Member of a property professional organisation such as RICS or equivalent experience in property disposals; strong knowledge of property principles and practice.
  • Extensive experience in estate/property management, planning, legal matters and political awareness.
  • Experience in budget management and financial forecasting.
  • Strong report writing skills.
  • Confidence in briefing and presenting to senior leaders and councillors.
  • Excellent time‑management dealing with multiple projects.
  • Proficient ICT and Microsoft Office skills.
Desirable Qualifications
  • Understanding of the public sector and its challenges.
  • Ability to develop and lead on solutions across a range of stakeholders.
  • Experience leading teams, coaching and developing staff.
  • Ability to develop, review and implement annual plans for a specific function.
English Fluency

Conveying information in accurate spoken English to the public is essential. Where appropriate, sign language interpretation will be provided to meet legal requirements.
