About The Team Shape the Future of Sustainable Growth in HertfordshireAn exciting opportunity has arisen to lead the delivery of the Nickey Line Programme, a high-profile, multi-partner initiative that will transform a former railway corridor into a flagship active travel and economic growth asset for Hemel Hempstead and Hertfordshire. This role will play a pivotal part in supporting economic growth, enhancing sustainable connectivity and delivering long-term benefits for communities.
Working within Hertfordshire Innovation Quarter, the Enterprise Zone for Hertfordshire, you will coordinate a complex portfolio of projects, bringing together local authorities, developers, landowners, communities and strategic partners to deliver a shared vision for the Nickey Line
This is a newly created role funded through the Herts IQ programme and offers a rare opportunity to shape and deliver one of Hertfordshire's most significant place-based growth initiatives. We welcome applications from candidates with experience in programme management, economic development, regeneration, transport infrastructure, placemaking or related fields.
AboutThe Role
As Nickey Line Project Manager, you will lead the strategic development and delivery of the programme, ensuring it aligns with Hertfordshire's wider economic growth, transport and placemaking ambitions. You will take responsibility for establishing governance arrangements, securing investment, managing stakeholder relationships and driving delivery across multiple organisations.
Reporting to the Hertfordshire Innovation Quarter Manager, you will operate with a high degree of autonomy and influence, helping to unlock sustainable economic growth and deliver infrastructure aligned with the county's long-term economic and transport visions.
Key Responsibilities- Develop and deliver a comprehensive programme delivery plan.
- Coordinate a portfolio of complex, interdependent projects and work streams.
- Align programme delivery with Hertfordshire's strategic economic policies and priorities.
- Secure and manage public and private sector funding opportunities.
- Establish effective governance, reporting and delivery frameworks.
- Build and maintain productive relationships with:
- Local authorities
- Developers
- Landowners
- Community organisations
- Funding partners
- Lead stakeholder engagement and negotiations across multiple interests.
- Promote the Nickey Line programme regionally and nationally.
- Monitor progress, manage risks and ensure delivery against agreed objectives
We are looking for a highly motivated and collaborative programme or project professional with experience of delivering complex initiatives involving multiple stakeholders and competing priorities.
You Will Be Able To Demonstrate- Degree-level qualification or equivalent professional experience.
- A strong track record of leading complex, multi-agency programmes or projects.
- Experience securing external funding and investment.
- Excellent stakeholder engagement, influencing and negotiation skills.
- Strong communication and presentation skills.
- Political awareness and the ability to work effectively within complex governance environments.
- Experience developing consensus and resolving conflicts between diverse stakeholder groups.
- The ability to work strategically while maintaining a focus on delivery.
