Salary will be determined in accordance with the Faculty Collective Agreement, based on the candidate's education and experience.
Duties and Responsibilities
College of the North Atlantic (CNA), in partnership with Atlantic Colleges Atlantique (ACA), is leading a major regional initiative funded through Employment and Social Development Canada’s Sustainable Jobs Training Fund: "Fostering the Competencies for an Atlantic Canadian Green Buildings and Retrofits Sector."
This Project Will:
Train at least 1,000 participants across Atlantic Canada
Develop 30 new micro credential courses
Train 75 faculty members
Deliver programming across 32 rural and remote sites
The Program Evaluation Specialist plays a critical role in ensuring the success of this initiative through rigorous, ongoing evaluation and evidence‑based program improvement.
Develop and implement a comprehensive mixed‑methods evaluation framework aligned with project goals, performance metrics, and reporting requirements.
Design and maintain evaluation tools and systems, including surveys, interview guides, focus group protocols, and data collection processes.
Coordinate and conduct data collection activities across multiple colleges, partner organizations, and program streams.
Monitor participant outcomes, completion rates, stakeholder feedback, and overall training effectiveness to support program accountability.
Maintain accurate, secure, and accessible evaluation data in compliance with research ethics, privacy, and equity standards.
Analyze qualitative and quantitative data to identify trends, gaps, risks, and opportunities for continuous program improvement.
Prepare evaluation findings, reports, presentations, and knowledge‑sharing materials for project leadership, funders, and stakeholders.
Collaborate with project team members, faculty, industry, community, and Indigenous partners to gather feedback and support evidence‑based enhancements.
Assess employer and stakeholder perspectives on workforce readiness, program impact, and training relevance.
Support ongoing project governance by contributing to Steering Committee activities, tracking evaluation milestones, and assisting with funder reporting requirements.
Other related duties as required.
Screening Criteria
Post‑secondary degree in Education, Social Sciences, Applied Research, Public Policy, or a related field (equivalencies may be considered).
Recent and relevant experience in program evaluation, applied research, educational research, or related evaluation and assessment activities.
Experience in program evaluation and research methods.
Experience in green building, energy efficiency, or construction sectors (asset).
Experience with federally funded projects and reporting requirements (e.g., ESDC) (asset).
Assessment Criteria
Knowledge of program evaluation frameworks, research methodologies, and continuous improvement practices.
Knowledge of qualitative and quantitative data collection, analysis, and reporting techniques.
Knowledge of equity, diversity, and inclusion (EDI) principles and practices.
Ability to analyze and interpret data and communicate findings clearly.
Ability to organize and manage multiple projects, priorities, and deadlines.
Ability to establish and maintain effective working relationships with industry, community, and educational partners.
Ability to work independently and collaboratively across geographically distributed teams.
Conditions of Offer
When requested by the Employer, a recent and satisfactory Certificate of Conduct must be provided.
Verification of credentials and applicable licenses, certifications, and/or professional memberships as required for the position.
Credentials obtained outside of Canada will require an evaluation to determine their Canadian educational equivalency. This evaluation must support the educational requirements for the position.
