Reporting to the Manager of Temporary Resident Settlement Services, the Itinerant Settlement Liaison provides community-based settlement support to newcomers across the St. John’s CMA and surrounding areas. Working from locations such as libraries, health settings, community centres, and partner organizations, the position helps newcomers identify settlement needs, navigate services, and connect with appropriate ANC programs and community resources. The role also builds and maintains community partnerships, strengthens referral pathways, and delivers outreach, information sessions, and community-based activities that improve access to services and strengthen community connections.

The position maintains accurate records of service delivery and contributes to program reporting and continuous improvement initiatives.

• Provide scheduled drop-in and on-site settlement services at community locations across the St. John’s CMA and surrounding areas.
• Assess settlement needs and provide information, orientation, service navigation, application assistance within the scope of settlement services, referrals, and follow-up.
• Assist newcomers in navigating healthcare, housing, employment, education, financial and family supports, recreation, and other community services.
• Identify individuals and families requiring more intensive or specialized support and connect them with appropriate ANC programs and community services.
• Provide culturally responsive, trauma-informed, inclusive, and client-centred support that helps newcomers build confidence in navigating services independently.
• Develop and maintain strong relationships with libraries, municipalities, healthcare providers, community centres, family resource centres, and other community organizations.
• Work with community partners to identify service gaps, strengthen referral pathways, coordinate supports, and improve newcomer access to services.
• Provide information, resources, and capacity‑building support to community partners to strengthen their ability to respond to newcomer needs.
• Plan and deliver settlement information sessions, workshops, outreach activities, and community events in collaboration with partners.
• Adapt outreach and programming to respond to diverse needs and create opportunities for community connection, participation, and belonging.
• Maintain accurate client and program records, track referrals and project activities, and support program monitoring and evaluation.
• Prepare required reports, identify emerging needs and service trends, and contribute to ongoing program improvement.

• Bachelor’s degree in Social Sciences, Community Development, Human Services, or a related field, with at least two years of relevant experience supporting newcomers or vulnerable populations.
• Strong relationship‑building, community engagement, and stakeholder engagement skills.
• Experience facilitating workshops, information sessions, or community programs.
• Knowledge of newcomer settlement experiences and community resources is an asset.
• Ability to provide culturally responsive, trauma-informed, inclusive, and strengths‑based support.
• Strong communication, presentation, organizational, and interpersonal skills.
