The City is currently seeking a Human Resources Professional for one (1) vacancy in the Workforce Planning Division. The incumbent will be responsible for supervising staff assigned to the Workforce Planning division within the Human Resources Department and for overseeing the City’s recruitment, classification, Civil Service, and Salary Setting Commissions.
The City of Stockton is looking for an experienced human resources professional with a strong public‑sector foundation. The ideal candidate will demonstrate diverse HR experience, sound judgement‑making skills, and the ability to complete assignments independently. In addition, the candidate should possess a thorough understanding and innovative ideas for addressing the complexities involved in classification, compensation, recruitment, exam development, and other HR areas in a public sector agency.
The incumbent will work a City of Stockton 9/80 schedule: 7:30 am–5:30 pm Monday through Thursday; 8:00 am–5:00 pm Friday, with alternating Fridays off. Additional hours and/or weekend work may be required to support key initiatives.
This position is an At‑Will (unclassified/unrepresented) position and is excluded from the Civil Service system. Only applicants who best fit the City’s needs will be considered. Applicants who fail to fully complete the online application or supplemental questionnaire will be rejected.

Under general direction, the incumbent plans, organizes, and supervises professional human‑resource work in specified technical areas such as benefits administration, employee/labor relations, onboarding, recruitment and selection, job analysis and classification, and employee training and development. The incumbent performs a variety of technical tasks and related work as assigned.
ResponsibilitiesDuties may include, but are not limited to, the following:
- Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for the Workers of the professional and technical Human Resources activities.
- Plans, prioritizes, assigns, supervises, and reviews the work of professional and technical Human Resources staff; projects deadlines and monitors workloads.
- Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications; prepares various reports on operations and activities.
- Participates in staff selection; coordinates staff training; conducts performance evaluations; recommends discipline and implements discipline procedures as necessary.
- Participates in budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for staff, equipment, and supplies; monitors and controls expenditures.
- Researches, collects, audits, and reconciles compensation and benefit data and prepares analyses and reports; provides information to other agencies, HR management, and/or the City Manager’s staff.
- Provides direction for employee/labor relations functions by researching information for grievance resolution and providing backup and participating in labor negotiations; provides strategic guidance on disciplinary appeals, grievance fizik/ arbitration appeals, and labor negotiation proposals.
- Participates in the development of a comprehensive labor relations program including goals, objectives, policies and priorities for the City; serves as a resource to City 이러한: management staff on complex employee relations issues including proposedgrams disciplinary actions, sensitive grievances, and contract interpretation.
- Administers, audits, prepares, and monitors the City’s payroll operations to produce payroll in a timely manner; supervises the identification and resolution of payroll inconsistencies; prepares manual checks when necessary; makes wage adjustments.
