The Technical Project Manager Role
ECS invites applications for the Technical Project Manager position in our Suffolk, VA office. This hybrid role supports various U.S. Government Mission Partner Enclaves within the DoD community.
The Technical Project Manager works closely with project and technical teams to implement solutions in an agile environment and support operational end users. The role also aids in shaping, managing, and continually improving Mission Partner Enclaves’ platforms and associated infrastructure.
Key Responsibilities- Act as primary point of contact for program stakeholders.
- Implement and adhere to Scrum/Agile project management practices.
- Develop project plans, standard operating procedures, reports, and other relevant documentation.
- Identify customer business requirements and liaise with technical teams for solutions.
- Use end‑user feedback to augment and improve platforms and infrastructure.
- Ensure timely execution of product and documentation deliverables.
- Collaborate with technical teams to leverage data for value‑added deliverables.
- Promote continuous learning and improvement through retrospectives and feedback loops.
- Other duties as assigned.
- U.S. Citizen.
- Bachelor’s degree in Computer Science or STEM discipline (or 7+ years relevant experience).
- Active DoD Secret clearance (or higher) required;
Top Secret with SCI eligibility ultimately required. - 5+ years hands‑on project management or business analyst experience.
- 4+ years working alongside systems engineers on technical projects.
- DoD 8140 IAT Level II/III certification or within 60 days of hire;
Security+ or CISSP preferred. - Experience as a Scrum Master and implementing Scrum/Agile methodologies.
- Advanced Microsoft Office skills (Word, Excel, PowerPoint, Visio, SharePoint, Teams).
- Basic understanding of Azure and Microsoft cloud technologies.
- Hybrid onsite/remote capability, at least 4 days onsite weekly at Suffolk Complex.
- Travel up to 25% nationwide or overseas for support.
- Excellent verbal, written, and presentation communication.
- Ability to balance competing priorities and execute independently.
- Team‑player skills with minimal supervision.
- Active Top Secret (or higher) security clearance.
- Current DoD 8140 IAT Level II and/or Level III certification.
- Project Management or Scrum Master certification (PMP, ACP, CSM, PSM).
- Capability to design, collect, and present key performance metrics.
- Knowledge of DoD organizations/performers.
- Experience with customer relationship management and stakeholder engagement.
- Agile/ Scrum maturity assessment or coaching experience.
- Servant‑leader experience on a Scrum team.
