This position is currently filled, however we are accepting applications for Ready Replacement Pool consideration. Prevailance is seeking an experienced and mission-focused professional to provide Universal Naval Task List (UNTL)-based Mission Essential Task List (METL) Development and Maintenance Support to Naval Information Forces (NAVIFOR) Information Warfare (IW) Type Commander (TYCOM) as a Business System Analyst
.

NAVIFOR exercises responsibility as the Navy’s IW TYCOM to organize, man, train, equip, and maintain Navy IW Forces, and related activities to the required levels of current readiness afloat and ashore. NAVIFOR specifically requires expert support and subject matter expertise for Mission Analysis in the context of METL development and execution per the UNTL Manual definition of mission analysis as the first step of METL development.

Analysis will be delivered in the form of a technical report following the NAVIFOR Mission Analysis Report (MAR) format.

Key Responsibilities

  • Review existing policy and doctrine to validate specified and implied tasks supporting IW syndicate communities
  • Utilize Universal Modeling Language (UML) object-oriented methods to model relationships between strategic, operational, and tactical levels of war tasks
  • Develop Temporal, Informational, and Spatial View Operations Templates to visually depict NAVIFOR command activities
  • Define horizontal and vertical task linkages across levels of war to support the execution of Operational Plans (OPLANs), Concept Plans (CONPLANs), and mission orders
  • Provide graphical and written descriptions supporting the three-step METL development process defined in the UNTL manual
  • Conduct analytical support to align performance standards with operational commander’s intent and Concept of Operations (CONOPs)
  • Validate mission essentiality based on decisive factors to ensure tasks are operationally relevant and contribute to readiness assessment
  • Facilitate the development of Mission Models per U.S. Fleet Forces Command (USFFC) Primary Review Authority (PRA) refinement tasking for all NAVIFOR subordinate commands
  • Analyze and develop taxonomy structures for NAVIFOR commands in alignment with USFFC mission modeling analytic approaches and Defense Readiness Reporting System (DRRS) transition requirements
  • Define mission threads using object-oriented modeling to support Master Scenario Event List (MSEL) development for Navy Warfare Training Plan (NWTP) enhancement
  • Improve NAVIFOR’s UNTL-based mission analysis technical report template to standardize METL development outputs
  • Facilitate the NAVIFOR METL review Standard Operating Procedure (SOP) to ensure METLs are reviewed and revised with internal and external stakeholders
  • Coordinate METL updates in NTIMS by serving as a Plan Editor, Requirements Editor, or User Group Analyst in support of NMETL and NWTP development

Requirements

Qualifications:

  • Five (5) years of experience supporting METL annual reviews per COMPACFLT/COMUSFLTFORCOMINST 3501.3 (Series)
  • Five (5) years of experience supporting METL development per OPNAVINST 3500.38C, UNTL Manual
  • Experience with Mission Analysis in the context of METL development and execution
  • Demonstrated expertise in Defense Architecture Framework (DoDAF) 2.0 for enterprise architecture modeling and resource management/readiness generation analysis
  • Experience applying process analysis methodologies to capture and graphically represent current-state workflows for informed decision-making
  • Proven analytical problem-solving skills
  • Strong oral and written communication skills

Desired

  • Familiarity with the organization and hierarchy of the military rank and grade structure
  • Knowledge of military terminology and Information Warfare operational concepts

Education

  • Bachelor’s Degree in a relevant field (e.g., Operations Research, Operations Management, Applied Psychology, or a related discipline)

Clearance

  • Must be able to obtain and maintain a Top Secret / SCI Clearance
