Position Summary
The Program Manager oversees daily operations of the Home Modification Program, ensuring effective delivery of services that support aging-in-place and accessible housing. This role supervises contractors and Home Specialists, coordinates home modification projects, and monitors compliance with U.S. Department of Housing and Urban Development (HUD) regulations, including Section 504 and 2 CFR 200 procurement guidelines.
Key Responsibilities
- Supervise and coordinate all program operations, including contractor and Home Specialist activities.
- Manage home modification projects, ensuring compliance with HUD Section 504 requirements and program standards.
- Conduct OT-prescribed nursing assessments and verify modifications are completed accurately and safely.
- Maintain quality assurance and provide direct support to program beneficiaries.
- Oversee scheduling, resource allocation, and coordination of field staff.
- Ensure compliance with HUD guidelines, funding requirements, and procurement regulations.
- Prepare accurate quarterly reports, program performance summaries, and compliance documentation for grant funders.
- Recommend improvements and strategies to strengthen program delivery, compliance, and efficiency.
- Train, mentor, and supervise Home Specialists, fostering professional growth and accountability.
- Track and evaluate program metrics, outcomes, and key performance indicators.
- Collaborate with Occupational Therapists, healthcare professionals, and contractors to ensure appropriate client-centered modifications.
- Provide administrative reporting and compliance monitoring activities.
- Dedicate the majority of time to direct program services and other program support activities.
Qualifications
- Proven experience in program and project management with a focus on housing rehabilitation and aging-in-place initiatives.
- Strong knowledge of HUD regulations, including Section 504 and 2 CFR 200 procurement requirements.
- Demonstrated leadership skills and ability to manage multidisciplinary teams of contractors and specialists.
- Excellent organizational, communication, and critical thinking skills.
- Experience working in collaboration with healthcare professionals such as Occupational Therapists.
- Proficiency in program evaluation, tracking outcomes, and preparing detailed compliance reports.
- Ability to meet grant management responsibilities, including preparing quarterly reports and suggesting program adjustments.
