Overview:

As the Treasurer/Export Control Specialist, you will execute a critical dual role overseeing the company’s capital and compliance risk. You will be responsible for managing the company’s financial liquidity, banking relationships, and capital structure (Treasurer function) while simultaneously developing, implementing, and managing all internal controls and policies necessary to ensure strict compliance with U.S. Export Control laws, specifically related to the distribution of advanced magnetic materials (Export Control Specialist function).

This role requires an expert balance of strategic financial acumen and rigorous regulatory diligence.

Key Responsibilities

I. Corporate Treasury & Financial Management (70%)

  • Liquidity Management:
    Oversee daily cash positioning, manage bank accounts, and optimize cash flow to meet operational needs and investment goals.
  • Cash Flow Forecasting:
    Develop accurate short‑term and long‑term cash flow forecasts, analyzing variance and working with departments to improve predictability.
  • Capital Structure:
    Manage and monitor all corporate debt, ensuring timely payments, covenant compliance, and leading negotiations for new financing facilities.
  • Banking Relationships:
    Serve as the primary contact and manage relationships with all domestic and international financial institutions.
  • Risk Mitigation:
    Analyze and implement hedging strategies to mitigate financial risks, including interest rate and foreign exchange (FX) exposure.
  • Financial Compliance:
    Ensure compliance with all internal controls, accounting standards, and regulatory requirements related to treasury operations.
  • Policy & System Implementation:
    Develop, document, and maintain the company’s internal Export Compliance Program (ECP), ensuring all practices adhere to the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR) where applicable, and Foreign Corrupt Practices Act (FCPA).
  • Classification:
    Determine the correct Export Control Classification Number (ECCN) for all NdFeB magnet products, technologies, and related software.
  • Screening & Licensing:
    Manage and execute the restricted party screening process for all customers, vendors, and freight forwarders. Lead the process for applying for, tracking, and managing all required export licenses from the U.S. government.
  • Training & Auditing:
    Develop and deliver mandatory export control training to cross‑functional teams (Sales, Logistics, R&D) and conduct regular internal audits of shipping and documentation processes to ensure compliance.
  • Regulatory Updates:
    Monitor changes in U.S. trade laws and sanctions (e.g., Office of Foreign Assets Control - OFAC) to ensure the company’s policies and practices remain current.

Requirements

Education/Required Skills/Abilities:

  • Bachelor’s degree in Finance, Accounting, International Business, or a related technical field.
  • A combined qualification of a CTP (Certified Treasury Professional) or MBA AND specialized Export Compliance Certification (e.g., EAR, ITAR training) is highly desirable.
  • Strong analytical skills with experience in financial modeling and regulatory analysis.
  • Proficiency in Treasury Management Systems (TMS) and ERP systems (e.g., SAP, Oracle).
  • Expert ability to interpret complex federal regulations (EAR/ITAR/OFAC) and translate them into actionable business policies.
  • Minimum 5 years of total professional experience, with a combination of at least 3 years in Corporate Treasury/Finance and 2 years in Trade Compliance/Export Control, preferably within a high‑technology, aerospace, or advanced manufacturing setting.
  • Proven experience managing the financial and regulatory aspects of international shipments.
  • Experience with due diligence related to dual‑use items and controlled technology.
  • Must be a U.S. Citizen or Permanent Resident due to the nature of the export control responsibilities.

Supervisory Responsibilities

None. This is an individual contributor role but requires strong functional leadership across the finance and logistics teams.
