Position: Human Resources Liaison - HR (Region 4 - Low country)

We are seeking a Human Resources Liaison for Region 4 in the Low country who is motivated to support our employees in assisting individuals and families navigate life's challenges and achieve long-term wellness.

This position is open to a work location in the assigned region within one of our centers. The centers that comprise Region 4 - Low country include:
Berkeley Mental Health Center, Charleston-Dorchester Mental Health Center, Coastal Empire Mental Health Center, Orangeburg Mental Health Center and Coastal Regional Center.

Responsibilities for the Human Resources Liaison:
  • Responsible for coordinating all activities required for establishing and filling new positions, and for securing qualified applicants for existing vacant positions. This includes advertising and posting the position in the applicant tracking system (NEOGOV) and other job boards, filtering applications for hiring managers, supporting the interview and selection process as needed, and making an approved salary offer. Submit Request to Fill packet to central HR for approval and processing.

    Coordinate with the Recruiting and Talent Office to ensure hiring and pre‑employment process is completed, and the new hire Is cleared to start employment;
    If applicable, act as liaison to the Office of Credentialing and Privileging (OCP) by ensuring transcripts, proof of licenses and certifications and other employment documents are submitted. Coordinate and participate in job fairs with the Recruiting and Talent Office.
  • Serve as a liaison with others responsible for the coordination of the center/facility's onboarding and training schedule, and link new hires to scheduled attendance of New Employee Orientation (NEO) on their first day of employment. Coordinate benefits enrollment with central HR Benefits. Review all applicable policies and employee benefits with new hires. Ensure Supervisors provide new staff with a copy of their signed position description (PD) and an Employee Performance Management System (EPMS) / Performance Review planning stage.

    Provide required access information and training to new hires to utilize the SCElS Central Learning Management System.
  • Ensure position descriptions are well‑written and updated for assigned center/facility. Process other position and personnel action forms with Central Office teams such as Payroll, Classification and Compensation, and HR Operations. Maintain salary and funding source Information. Maintain vacancy and Full Time Equivalent (FTE) counts. Maintain organizational charts.
  • Advise and consult employees and supervisors regarding eligibility and process for accessing benefits and services such as FMLA, paid parental Leave, Worker's Compensation, ADA, retirement and insurances. Intake employee complaints, and report allegations of discrimination, harassment and retaliation to the Employee Relations Office. Support supervisors in delivering progressive disciplinary actions in coordination with the Employee Relations Office. Serve as a liaison to the Payroll and Timekeeping Offices to assist staff with troubleshooting time and leave issues.
  • Process and submit voluntary and involuntary separations so that employment is terminated with the agency in a timely manner. Ensure appropriate offices are notified to ensure employee returns property and that all access to systems and databases are deactivated in a timely manner.
