Case Manager/ Social Worker – Intake & Assessment

Douglas County is seeking applicants for Case Manager positions within our Intake and Assessment Child Protection Unit. As a Case Manager in Intake & Assessment, you will play a vital role in ensuring the safety and well‑being of children and families. The position involves assessing each family’s ability to maintain a safe home environment, providing support through education and resources, and, when necessary, taking protective action such as facilitating removal and custody intake.

Responsibilities
  • Screen unit referrals to child protection and provide input on cases and recommendations.
  • Conduct child protection investigations following state and agency standards, and Wisconsin Children’s Code.
  • Participate in Child First interviews with law enforcement and the District Attorney’s office.
  • Assess safety needs and make appropriate referrals for community resources.
  • Seek court jurisdiction and provide documentation for petitions when required.
  • Offer services throughout the assessment process and manage cases until transfer or closure.
  • Facilitate services for families needing court‑ordered or voluntary case management.
  • Develop protection and safety plans and arrange implementation of service plans.
  • Provide intake coverage, accepting walk‑in or telephone intakes per agency protocols.
  • Serve in a 24/7 on‑call rotation for after‑hours juvenile custody intake calls as scheduled.
  • Perform additional duties as assigned.
Minimum Qualifications
  • Bachelor’s degree in Social Work preferred; a bachelor’s degree in human services with at least one year of related work experience is acceptable.
  • Must possess and maintain a valid driver’s license and furnish proof of automobile insurance.
  • Ability and willingness to obtain Wisconsin Social Work certification (statute 457.08(1) or 457.09(1)) may be required during employment.
  • One to two years’ related work experience preferred.

  • Knowledge of social and economic factors that influence family life.
  • Understanding of human behavior, development, and psychological defense mechanisms.
  • Knowledge of community resources and public assistance programs.
  • Proficiency in interviewing techniques, problem‑solving methodology, and caseload management.
  • Strong communication skills, both written and verbal, including court testimony and public speaking.
  • Ability to develop and modify case plans in partnership with clients.
  • Experience with documentation and use of designated software within six months of hire.
  • Commitment to ethical practice, accountability, and continuous improvement.
Physical & Work Conditions
  • Perform non‑sedentary work, including walking, climbing stairs, and standing/sitting variable times.
  • Carry a laptop and materials, lift up to 30 pounds, and make field visits as needed.
  • Drive to and from appointments; maintain a valid driver’s license.
  • Work in professional office environments as well as private residences, schools, or medical facilities.
