Surrey Police Service (SPS) is Surrey’s new municipal police agency. On November 29, 2024, SPS became the police of jurisdiction, and assumed responsibility and command for policing and law enforcement in Surrey. POSITION OVERVIEW
Surrey Police Service (SPS) has an exciting opportunity for a Strategic Operations Advisor to join the Strategic Operations Section, within the Office of the Chief Constable. The incumbent will play a pivotal role in ensuring alignment and operational effectiveness across Surrey Police Service. This position will support senior management to ensure activities, resources and priorities are synchronized to successfully meet organizational objectives while mitigating risk and maximizing integrated delivery service models.

SCHEDULE / HOURS OF WORK
This is an  on-site  position and the anticipated schedule for this position is Monday to Friday, 37.5 hours per week. Please note, the hours are subject to change based on operational needs.

RESPONSIBILITIES

Preparing statistical reports and conducting and coordinating operational research and survey activities in support of organizational performance monitoring, data driven decision making and organizational change.

Synthesizing sensitive information into coherent executive-level updates.

Supporting senior management with strategic research and data analytics advice on various operational, organizational and/or community issues.

Assist in providing technical oversight across research and analytics functions and manage related projects.

Monitoring metrics related to the organization’s strategic plan through advanced analytics and visualization tools

Facilitate discussions and planning with multiple internal and external stakeholders.

Contribute towards initiatives including participating in working groups and committees, special projects and strategic scanning.

Provide evidence-based recommendations for continuous improvement in various programs, processes, data governance and police practices

Provide subject matter expertise and support in maintaining quality products and standards.

Review, edit, and assist in developing corporate reports, briefs, presentations, datasets, and other strategic resource materials and communications for various stakeholders.

KNOWLEDGE,

SKILLS AND ABILITIES

Current knowledge on research literature and practices regarding methodology, law enforcement best practices and police issues.

Strong interpersonal skills with demonstrated ability to work successfully in a team environment.

Ability to effectively communicate and convey complex concepts, ideas and information to foster consensus among multiple stakeholders.

Proven ability to research, understand, and synthesize data with strong attention to detail.

Ability to work independently, take initiative and exercise good judgment.

Comprehensive knowledge of police operations and applied research analytics (e.g., quantitative and qualitative methods, data sciences)

Proficiency in research and analytical tools such as Excel, R, SPSS, Power BI, Tableau, or SAS.

QUALIFICATIONS

Completion of a post secondary education at the university level in the areas of Public or Business Administration, Social Sciences (e.g., Criminology) or other related program including coursework in applied research and data analysis.

Minimum of seven years of related experience.

An equivalent combination of education and experience may be considered.

All applicants must obtain and maintain the required police security clearance throughout their employment with SPS, which includes a mandatory polygraph examination.
