The Data Governance Specialist will establish, implement and operationalize the data governance framework for GroupHEALTH's Insurance Data Platform (IDP), owning capabilities including the data catalog, business glossary, data quality, classification, lineage and stewardship model across the GroupHEALTH Family of Companies (GHFoC). Working closely with business and technology leaders, this role leverages Microsoft Purview and the IDP medallion architecture to improve data transparency, quality, compliance and accountability across member, employer, provider and insurance data domains.

This is a hybrid role based out of our Surrey, BC office, working 3 days in office and 2 days from home.

• Complete a current-state assessment of data governance maturity and confirm the Purview domain hierarchy (Subject Area → Domain → Subdomain) for Release 1 – Customer (Member, Provider, Employer) and Claims.
• Onboard Bronze, Silver, and Gold assets into the Microsoft Purview Unified Catalog and validate initial scans, while meeting individually with key system owners across the GHFoC to understand the current data landscape and scope.

• Assign Domain Owners and Data Stewards to each domain, secure SME sign-off on Critical Data Elements (CDEs) and business glossary terms, and embed the data governance RACI across GHFoC entities and the third-party vendor team.

• Operationalize the Data Quality framework – CDE-based DQ rules, scorecards, and issue log – in Purview; enable automated PII/PHI classification, dynamic data masking, and RBAC aligned to Canadian data-residency requirements; stand up the data intake/access governance process; and deliver and execute the Training & Enablement pack.

• Own and maintain the Microsoft Purview Unified Catalog as the authoritative catalog for all IDP data assets across Bronze, Silver, and Gold
• Configure Governance Domains and subdomains, register and classify data assets, and keep the catalog searchable and current
• Anchor the business glossary, mapping glossary terms (Member, Policy, Claim, etc.) to technical metadata with CDE definitions and assigned stewards
• Own the DQ operating model (proactive and reactive) and maintain the DQ Rulebook of CDE-based rules and the DQ Issue Log
• Build and monitor DQ scorecards and dashboards covering completeness, accuracy, consistency, validity, uniqueness, and timeliness
• Prioritize DQ rules for Critical Data Elements first, driving root-cause analysis and remediation with data owners
• Configure automated classification and sensitivity labels for PII/PHI and enforce domain-level access policies
• Enforce Canadian data residency, dynamic data masking, RBAC/ABAC, and row/column-level security for sensitive insurance data
• Establish and maintain end-to-end data lineage from Bronze → Silver → Gold using a consistent domain hierarchy
