Permanent, Full‑Time position in the Corporate Analytics Group (CAG) – Green Timbers, within the Combined Forces Special Enforcement Unit – British Columbia (CFSEU‑BC), British Columbia’s integrated anti‑gang police agency, the Organized Crime Agency of BC (OCABC).
Reporting to the Inspector, Executive Services, the Analytics Manager will provide strategic leadership of the CAG for the collection, analysis and reporting of CFSEU‑BC’s corporate performance, performance measurement and enterprise risk management programs.
Responsibilities- Lead corporate reporting and analytics supporting the strategic plan and the Chief Officer’s initiatives.
- Develop and interpret performance indicators to assess outcomes, trends and impact.
- Prepare, review and edit high‑quality business cases, reports and presentations for executive and governance audiences.
- Present findings to executives, ensuring accuracy, clarity and alignment with governance and reporting standards.
- Deliver actionable insights to enhance strategic decision‑making and organisational performance.
- Review submissions to the CFSEU‑BC/OCABC Board of Governance and the province’s Policing and Security Branch.
- Design and administer organisational surveys and focus groups, including the biannual workplace wellness survey; analyse results and prepare reports with findings and recommendations aligned with the strategic plan.
- Provide advice and guidance to improve reporting processes, quality standards and performance measurement practices across CFSEU‑BC.
- Oversee data storytelling and analytical framing to ensure clarity, accuracy and alignment with governance expectations.
- Oversee the design, development and continuous improvement of analytics tools, dashboards and reporting systems.
- Establish quality assurance standards for all analytical products and review outputs produced by Senior Data Analysts and Data Analysts.
- Maintain enterprise‑wide data integrity, accuracy and consistency across reporting systems.
- Set analytical priorities, methodologies and technical direction for the CAG team.
- Collaborate with operational and support units to measure progress toward strategic goals and support evidence‑based practices.
- Provide leadership to a team of four analysts (Senior Data Analysts and Data Analysts), including workload management, performance monitoring, coaching and mentorship.
- Assign analytical projects and determine priorities, ensuring alignment with organisational expectations and strategic priorities.
- Foster a collaborative, high‑performing and inclusive team culture aligned with CFSEU‑BC’s values.
- Oversee staff development, technical capability building and succession planning for analytical roles.
- Provide subject‑matter expertise and guidance in the development and implementation of CFSEU‑BC’s Enterprise Risk Management (ERM) framework.
- Lead identification, assessment and monitoring of organisational risks and mitigation strategies.
- Oversee the development of enterprise risk registers, templates and risk reporting tools.
- Support integration of ERM principles into CFSEU‑BC’s planning, evaluation and reporting processes.
- Oversee the adherence to data governance frameworks and ensure consistent application across analytical staff.
- Ensure compliance with provincial and organisational reporting standards, including governance, privacy and disclosure requirements.
- Promote transparency and accountability through accurate, timely and professional reporting.
- Participate in annual budget planning for the Corporate Analytics Group with the Inspector, Executive Services, contributing to budget submissions aligned with strategic priorities.
- Manage procurement activities for the Corporate Analytics Group, including defining requirements and preparing procurement documentation.
- Ensure all procurement activities comply with CFSEU‑BC policies and delegated financial signing authorities.
- Carry out other related duties as assigned.
- Completion of a Master’s degree in a related field (e.g., Criminology, Business, Computer Science) OR a combination of a Bachelor’s degree and a minimum of 10 years of experience in data analysis.
