Position SummaryENKON Environmental Ltd. is seeking a Senior Regulatory Aquatic Biologist (R.P.Bio.) to lead aquatic and wetland permitting and project delivery across British Columbia. This is a primarily office‑based leadership role focused on regulatory strategy, technical oversight, and project management, with targeted field involvement to support assessments and construction monitoring as required.
Key Responsibilities- Lead regulatory strategy and permitting for works in/near water, including submissions and liaison with DFO, MFLNR, and municipalities
- Prepare and QA/QC senior‑level deliverables: aquatic/wetland assessments, mitigation and monitoring plans, compliance documentation, and regulator‑ready technical rationales
- Manage multiple concurrent projects: scopes, schedules, budgets, resourcing, and deliverables; coordinate subconsultants and specialty contractors
- Support Fisheries Act workflows including early engagement and complete, well‑supported authorization packages as required
- Provide mentorship and technical leadership to junior/intermediate staff (office and field)
- Contribute to business development by building and maintaining client relationships, identifying and pursuing opportunities, and leading proposals (scope, pricing, and win strategy)
- Serve as a trusted advisor to clients and stakeholders, supporting repeat work through responsive delivery, clear communication, and technical leadership
- Participate in field work as needed (e.g., aquatic/wetland assessments, construction environmental monitoring)
- Other duties as assigned/required
- R.P.Bio. (BC)
- Minimum 7 years aquatic‑focused consulting or industry experience in BC (wetland experience required)
- Demonstrated experience with RAPR, Fisheries Act, and Water Sustainability Act processes
- Strong technical writing, document review/QAQC, and regulator/client communication
- Proven project management capability (budgets, schedules, staffing, multi‑discipline coordination)
- Demonstrated ability to support business development, including proposal leadership, scope and fee development, and contributing to win strategies and repeat work
- Valid BC Driver’s License and ability to support field work when required
- Urban watershed management / low impact development (LID)
- Water quality monitoring, analysis, and interpretation
- Electrofishing certification
- GIS/GPS experience (ESRI, Trimble)
- ISA Arborist and/or TRAQ
