Youth Services Program Manager

Full Time, Indefinite
Salary: $29.00–$30.90 per hour; 35 hours per week

The Fraser Region Aboriginal Friendship Centre Association (FRAFCA) is a rapidly growing Indigenous community‑based organization serving BC’s largest urban Indigenous population of children, youth, families and Elders. The organization focuses on fostering health and well‑being through culturally relevant services, support and advocacy.
Job Duties & Responsibilities
Provide information and referrals for youth and their families or caregivers.
Increase young people’s knowledge about health and safety issues and provide tools to protect and maintain well‑being.
Help youth recognize high‑risk behaviors and manage associated risks.
Conduct crisis intervention as needed, including attending appointments with youth.
Advocate and provide referrals, including forms completion, securing identification, and accessing provincially mandated and funded youth services in the Circle 5 region.
Connect youth to urgent‑needs services including MCFD high‑risk youth team; work collaboratively with the team and ensure client records follow Working Procedures.
Track participant statistics and provide monthly and quarterly reporting to MCFD and FRAFCA management.
Develop strong collaborative relationships with MCFD, ANYSH, FRAFCA programs and other Surrey youth‑serving resources; participate in ICM meetings when youth are in care.
Use a case‑management approach to support individual youth, including intake, goal setting and follow‑up.
Advocate for youth to access additional supports leading to improved health, social, educational or financial outcomes.
Qualifications
Education in Child and Youth Care or other Human Services.
Minimum of 2 years (4000 hours) of experience working with Indigenous youth.
Class 5 driver’s licence; own vehicle and clear drivers abstract (Class 4 preferred).
Must submit criminal record and vulnerable person’s check.

Harm‑reduction approaches with at‑risk youth.
Extensive knowledge of youth‑serving resources and supports in Surrey and Fraser Valley, including career, education, job, food, income, cultural and recreation.

Highly accountable to program, team and youth.
Team player capable of working with a diverse range of people and personalities.
Excellent general administration skills, including proficiency in Microsoft Office.
Flexible work schedule and location; able to travel and outreach throughout Surrey.
Preference may be given to Aboriginal applicants in accordance with Section 41 of the BC Human Rights Code.
