The Recreation, Engagement, Action Connection Hub (REACH) Program supports the successful settlement and integration of vulnerable, multi‑barrier newcomer youth and young adults aged 15–25. Using an integrated, holistic, and participant‑centred case management approach, the program supports newcomer youth to build the skills and capacity needed to navigate key areas of their lives, including education, employment, mental health, family relationships, and community connection.

• This position works flexible hours including evenings and weekends.

The Youth Outreach Settlement Worker supports the successful settlement of vulnerable and multi-barriered newcomer youth, ages 13-24. Through an integrated, holistic, and client-centered case-management approach, the Youth Outreach Settlement Worker supports the diverse needs of newcomer youth to gain the capacity and skills to navigate various spheres of life including education, employment, mental health, and family. The Youth Outreach Settlement Worker is preferably fluent in a second language and will provide individual outreach support, in-depth assessment and one-to-one and group work based on youth-identified needs.

The Youth Outreach Settlement Worker will support youth in identifying needs and strengths in order to create a wraparound service plan in response to youth-identified settlement goals. The Youth Outreach Settlement Worker will empower and support newcomer youth to overcome challenges created by cultural and background differences. They will act as a youth advocate and a bridge to relevant community resources when encountering adverse experiences such as social isolation, pre-arrival trauma experience, and interruption in schooling.

The position requires a solid working knowledge of the issues newcomers face arriving in Canada as well as cultural sensitivity when supporting the various needs of vulnerable newcomer youth. This includes but is not limited to an understanding of the settlement process, English Language Learner system, and community mental health and family resources.

• Providing one-to-one participant support, information and orientation of Canadian society, family integration, education and employment support, and recreation.
• Implementing activities for both individual and group models in order to support the unique needs identified by participants. Leadership in community engagement is another important piece of the Youth Outreach Settlement Worker’s responsibilities.
• Engaging with community service providers to ensure activities are relevant to identified community and youth needs.
• Documenting all activity tracking, case notes, and case management support.
• Expanding working knowledge on trauma-informed immigrant and refugee youth service provision.
• Collaborating alongside other PCRS youth programs to ensure service provision is robust and comprehensive.
• Collaborating and liaising with community service providers, the Youth Outreach Settlement Worker will actively seek out opportunities for community involvement with newcomer youth. This includes but is not limited to community events, recreational opportunities, cultural celebrations, and volunteering and employment opportunities.
• Engaging in community presentations in various locations (such as schools and immigrant serving agencies) to actively promote PCRS Youth Newcomer Programs and the Surrey Youth Hubs.

• Required language proficiency:
  Any non-English second language, intermediate level.

• Required:
  
  2-Year Diploma or better in Child and Youth Care or related field.
• Preferred:
  Bachelor's Degree or better in Child and Youth Care or related field.

• Required:
  
  2 years working with at-risk youth populations.
