Salary and Contract

This role has a starting salary of £47,142 per annum based on a 36 hour working week. It is a fixed‑term contract position until 31st March 2027.

The Council follows a hybrid working policy with flexible arrangements, requiring attendance in person for approximately two days per week (40% of the working week). The team is approachable and supportive, regardless of remote work.

As a Contract and Commercial Specialist you will play a critical role in supporting Surrey County Council through Local Government Reorganisation (LGR). Your responsibilities include:

• Reviewing, assuring and aligning contracts to ensure the council enters the new unitary structure with a robust, compliant and legally sound contract position
• Assessing existing contractual arrangements, identifying risks, gaps and inconsistencies, and implementing remedial actions
• Ensuring contracts are accurately recorded, appropriately varied, and that governance, performance and financial controls are clearly defined
• Providing expert advice and challenging decisions in alignment with the Surrey CC Contract Management Framework to maintain continuity of service through the transition
• Contributing to the coordinated delivery of LGR activity across councils in Surrey, supporting due diligence, data validation and supplier engagement
• Ensuring supply chains are stable, risks are actively managed, and the council is well positioned to operate lawfully from day one of the new authority

• Confidence in constructively challenging and influencing decision‑making
• Effective planning and work management, balancing priorities to deliver high‑quality outcomes
• Proactive identification of improvement opportunities and implementation of practical solutions
