Early Learning Center Director

Qualifications:
  • A minimum of a T-5 State Certification in Educational Leadership with at least 5 years of experience in Early Childhood settings or in a supervisory role in the administration of community programs.
  • Experience with supervision of staff, fiscal management, and administration of the
    Early Head Start Program
    and
    the Georgia Pre-Kindergarten Program
    .

Performance Responsibilities of Early Head Start Director:
  • Work with the Administrative team to develop a full community assessment once every three years with an annual update.
  • Lead an annual self-assessment process of the Head Start program from January through March with summary report complete for approval by Executive Director, Policy Council, Staff, and Board of Directors.
  • Establish and monitor progress towards goals for Early Head Start Program as part of the annual self-assessment using input from Parents, Policy Council, community partners, Board of Directors, and Early Head Start staff.
  • Oversee development and implementation of annual Content Area Plans and corresponding Policies to be presented to Policy Council and Board of Directors following a schedule established by Policy Council's Training.
  • Maintain criteria for selection of children annually for review and approval by Policy Council and Board of Directors at the meeting schedules.
  • Ensure plans to use all available community resources in Early Head Start are included in program goals each year.
  • Share Year End Program Information Reports on Early Head Start with both Policy Council and Board of Directors for approval.
  • Oversee annual training for Policy Council.
  • Provide annual training for Board of Directors in December.
  • Develop, recruit and support full Policy Council attendance at monthly meetings.
  • Follow policies for hearing and resolving community complaints.
  • Develop a monitoring system and procedures to assure compliance with all regulatory processes, performance standards, and regulations.
  • Ensure standards for acquiring and maintaining space, equipment, and supplies are met.
  • Participate on agency management team at meetings.
  • Attend Head Start Association meetings, Board meetings, conferences, and workshops as requested.
  • Maintain and support Volunteer Involvement Plan and implementation daily.
  • Oversee all data and reporting systems to support the program.
  • Maintain strong systems and protocols to demonstrate how program data is gathered, aggregated, and analyzed.
  • Report to the Region IV regional office monthly for overall programming including outcomes data, and growth towards School Readiness Goals, Family Engagement, and other Head Start Initiatives.
  • Ensure Early Head Start program is 100% enrolled at all times.
  • Oversee the planning and implementation of successful federal Head Start Review.
  • Develop and maintain all contractual and service agreements (MOUs) with appropriate service providers and community partners annually with renewal.
  • Develop an annual Early Head Start budget and budget amendments in conjunction with the Fiscal Manager and an annually formed budget committee consisting of staff, parents, and members of the Board of Directors.
  • Adjust and adapt the program to meet budgetary parameters annually or as needed.
  • Meet/discuss monthly with Finance Manager to assure budget oversight.
  • Report fiscal status to Executive Director and Board monthly.
  • Prepare request for funds and proposed work plan for federal and state Early Head Start applications annually in May/June.
  • Consult with Fiscal Manager monthly to monitor monthly expenditures, analyze variations from projections, and initiate corrective actions as indicated and appropriate.
  • Communicate budget information to staff and engage them in containing costs and eliminating waste.
  • Oversee an inventory of all program equipment.
  • Oversee accurate and timely grant reports.
  • Pursue additional funding to enhance program services as appropriate.
  • Oversee review of Head Start Personnel Policies with Human Resource Manager.
  • Directly supervise Content Managers, Teachers, office staff, etc.
  • Make routine visits to each classroom and provide constructive feedback.
  • Maintain a system to support communication of current center events and challenges, urgent program needs including staffing/coverage as well as weekly calendar events.
  • Make recommendations to the Executive Director regarding the hiring, termination, advancement, promotion, or any other changes of status of Head Start employees as needed.
  • Enhance program image through community education such as regular press releases, websites, speaking at community gatherings, etc.
