, part of RSK Group are currently looking for experienced Senior Quantity Surveyors
. This is a senior-level position that supports site staff and leads all commercial and procurement aspects of a project. The Senior Quantity Surveyor will be involved with all aspects of the project lifecycle, seeking to minimise the costs of a project and enhance value for money whilst achieving the required standards and quality in accordance with contract and Customer’s and/or Contract Leader expectations.

The role will require the compilation of complex project cost/budget reports and the resolution of cash flow issues. Provides support for commercial, contractual procurement and financial services. Resolves commercial, contractual and construction problems; and ensures prompt payments for subcontractors' work. This role may work independently, managing a small commercial team or under the direction of and report to a more senior commercial designation.

As part of the project leadership team take responsibility for the direction and execution of the Quantity Surveying functions on allocated contract/s from tender through to final account in accordance with the Business Management Systems to deliver maximum quality of service and profitability, including as follows.

  • Lead the interpretation/understanding of the respective obligations, responsibilities and liabilities of the parties to the contract and be fully briefed on the contract estimate, including settlement adjustments.
  • Timely issuing of required Notices and contractual correspondence, pursue all valid Variations, Claims, and other entitlements to final account settlement.
  • Produce and implement the project procurement plan in line with the agreed delivery strategy and project timescales.
  • Undertake all required subcontract procurement, including issuing of tender documents, bid assessment, negotiation of price and conditions and preparation of subcontract documents.
  • Lead the management of subcontract works packages including subcontract documentation, negotiation of terms and conditions, prices, and programme and interim assessments and variations.
  • Direct the resolution of non‑complex commercial, contractual and construction problems, ensuring that contractual and commercial risks and opportunities are identified to the Contract Leader.
  • Submission of financial reports including internal valuations / CVRs, commercial and margin forecasts, cash flow projections, turnover forecast and de‑brief reports to pre‑agreed deadlines.
  • Ensure that all delivery staff adhere to commercial procedures and reporting systems.
  • Capture, report and mitigate project risks as a part of the project team. Provide contractual advice to the project / site team as and when appropriate.
  • Submit and agree regular applications for payment maximising contractual entitlements, issue all necessary invoices and secure prompt payment of all amounts owed.
  • Maintaining registers of variations, delay, extension times and claims.
  • Plan and implement change management and cost control.
  • Interfacing with Customer’s commercial and project teams.
  • Preserve the Company’s good name in dealings with the Client, our suppliers, and the public at large.
  • Participate in creating a knowingly safe working environment including understanding the implications of health, safety and environmental regulations.
  • Ensure all health, safety and environmental risk situations are brought to the attention of Contract Leader / Project Manager.
  • Preparation and implementation of recovery action plans where corrective actions are required.
  • Provide contractual, commercial, procurement and financial services and advice to the delivery team.
Qualifications
  • Degree / Qualification in Quantity Surveying / Commercial Management or substantial in‑role experience in lieu.
  • Working towards recognised professional accreditation (RICS / CICES / etc.) (Desirable).
Key Requirements
  • Detailed knowledge of contract responsibilities including experience of drafting effective contractual correspondence and the facilitation of collaborative solutions.
  • Extensive experience of technical minute taking at contractual meetings and able to demonstrate the ability to collate information, prepare reports, payment certificates and interim financial reports and closeout reports.
  • Good working knowledge of the construction process.
  • Experience of developing & implementing procurement and contract strategies.
  • Proven negotiating and team‑working skills with the ability to motivate and lead a team.
  • Understanding of water / wastewater treatment process.
  • Working to deadlines.
  • Give direction to a wider team.
  • Developed communication / presentation skills.
  • Articulate with range of software packages, including MS Office.
  • Analytical / mathematical thinking.
  • Developed people management and supervisory capabilities.
  • A creative and innovative approach to problem‑solving.
