Job Summary

The Web Developer will provide expertise in operating, maintaining, updating, and enhancing the agency’s public‑facing website while ensuring seamless integration with the existing CMTARS application. This role includes support across the full development and operational lifecycle—environment setup, program management participation, Authority to Operate (ATO) support, testing, issue resolution, documentation, deployment, and Section 508 compliance. The website will support capabilities such as applicant decision trees, public information pages, applicant intake and document uploads, dashboard functionality, outgoing email notifications, and bi‑directional data transfer with CMTARS.

The Web Developer will also support the documentation and execution of Agency Web Portal changes.

Responsibilities
  • Operate, maintain, and update the agency’s public website to ensure stability, usability, and compliance with DoD and federal standards.
  • Implement Section 508 accessibility standards across all web content, interfaces, and interactive elements.
  • Develop and maintain smart decision‑tree logic to guide applicants through complex workflows.
  • Maintain website content related to agency information, board details, announcements, and resources.
  • Integrate website features with the CMTARS application, enabling:
    • Secure application intake
    • Document uploads
    • Dashboard reporting
    • Outgoing notifications
    • Data exchange workflows
  • Develop or update web components and pages (front‑end and/or back‑end, depending on architecture).
  • Support environment setup for development, testing, and production.
  • Participate in testing, troubleshooting, and issue resolution for website and integration updates.
  • Ensure that all enhancements adhere to DoD cybersecurity, privacy, and accreditation requirements.
  • Assist in ATO package development, updates, and evidence collection.
  • Provide input and documentation for technical reviews, change requests, and configuration control processes.
  • Participate in planning, coordination, and reporting activities tied to program schedules.
  • Produce and maintain:
    • Agency Web Portal change documentation
    • Technical and user documentation for the website
    • Integration specifications and diagrams
    • Test procedures and results
Experience
  • Minimum of 5 years of professional web development experience (Front‑end, back‑end, or full‑stack—depending on implementation technology)
  • Minimum 3 years of demonstrated experience with:  integration, Salesforce software integration, and verifiable training, experience, and/or certification with  and Salesforce 24.0 or previous iterations.
Certifications
  • Security+ (DoD 8570.01‑M compliant)
  • Open Text App Works Certification (version 20.2 or earlier iterations)
Required Skills
  • Experience with modern web development languages, frameworks, or CMS platforms.
  • Ability to maintain secure web environments compliant with DoD cybersecurity and ATO processes.
  • Understanding of API integration, web service calls, and data exchange workflows.
  • Basic understanding of App Works integration points and process workflows.
  • Knowledge of Section 508 accessibility standards and implementation practices.
Desired Skills
  • Experience supporting DoD or federal government public websites.
  • Familiarity with CMTARS or similar case management / workflow systems.
Knowledge Of
