Location: City of Syracuse

Pay Range

Base pay: $53,764.00/yr – $85,138.00/yr. Actual pay will be based on skills and experience; discuss with recruiter.

Duties

Audits are conducted in accordance with Generally Accepted Government Auditing Standards and Division policies. Auditors are expected to conduct interviews with local government personnel; assist/develop audit scope, objectives and audit tests; gather, analyze, and summarize audit findings and develop recommendations; prepare written documents, including audit reports; provide guidance, technical assistance, and training to local officials.

Travel percentage will vary depending on the annual work plan and will generally be within the assigned Regional Office or work unit.

Minimum Qualifications
  • Auditor Trainee 1 (Municipal): a bachelor’s degree in accounting and/or auditing (or with 24 undergraduate/graduate semester credit hours in accounting and/or auditing).
  • Auditor Trainee 2 (Municipal): a bachelor’s degree (or with 24 semester credit hours) in accounting and/or auditing and one year of professional accounting and/or auditing experience, OR a master’s or doctoral degree in one of the listed fields and 24 semester credit hours in accounting and/or auditing.
  • Auditor 1 (Municipal): a bachelor’s degree (or with 24 semester credit hours) in accounting and/or auditing and two years of professional accounting experience, OR a master’s or doctoral degree in one of the listed fields and one year of professional accounting and/or auditing experience.
  • Note that courses such as business law, economics, statistics, and most finance courses taken as part of an accounting curriculum cannot be counted toward the 24 semester credit hours.
Competitive

Minimum Qualifications

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 of the Civil Service Law.

Transfer requirements for SG‑18: one year of permanent competitive or 55‑b/55‑c service in an approved title for transfer allocated to an SG‑16 or above; SG‑12 or above for a Trainee 1, SG‑14 or above for a Trainee 2, depending on qualifications.

Special transfer requirement: a bachelor’s degree with 24 credit hours in accounting, auditing, or taxation.

Appointments via transfer must not result in a second consecutive transfer with an advancement of more than two S‑grades or one M‑grade. Depending on qualifications, a 1 or 2‑year traineeship may be required before advancing to the full SG‑18 position.

55 b/55 c Program appointment: this position may be designated 55 b/c and is subject to verification of applicant eligibility.

Telecommuting

The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After that period, if an employee’s primary residence location, duties, and work performance align with telecommuting, they may be allowed to do so.

Employees may telecommute up to 5 days per pay period, or fewer if approved.
