Summary
Senior Project Coordinator
- Information Management will be responsible for governing document control, records management, EDMS administration, and information security across a multi billion dollar infrastructure program. The role ensures that project information is created, classified, reviewed, distributed, revised, retained, and archived per approved procedures, supporting coordination among Parsons teams and stakeholders to improve traceability, reduce delays, protect confidential data, and support timely decisions.
- Establish and maintain program wide document control policies, procedures, workflows, and operating standards.
- Develop and enforce document numbering systems, classification structures, metadata rules, and naming conventions.
- Govern document control requirements for Parsons personnel, consultants, contractors, and subcontractors.
- Oversee configuration, administration, optimization, and daily performance of the Enterprise Document Management System.
- Maintain accurate registers for drawings, technical submittals, correspondence, contracts, commercial records, legal files, and closeout documents.
- Ensure all project records are correctly logged, indexed, reviewed, approved, transmitted, revised, and archived.
- Monitor document metadata, revision status, review codes, ownership, distribution, and approval history.
- Manage user permissions and access restrictions for confidential, commercial, contractual, and sensitive information.
- Apply client security requirements and Parsons data protection standards across physical and electronic records.
- Lead and coordinate a multinational team of document controllers assigned to different project packages.
- Set work priorities, allocate responsibilities, monitor productivity, and provide technical direction to team members.
- Conduct regular quality audits to identify missing revisions, indexing errors, incomplete metadata, duplicate files, and processing backlogs.
- Coordinate with engineering, procurement, commercial, construction, project controls, and legal teams to maintain efficient information flow.
- Track technical submissions, requests for information, design reviews, approvals, transmittals, and contractor deliverables.
- Produce document status reports, workflow metrics, turnaround time analysis, overdue action summaries, and management dashboards.
- Identify bottlenecks affecting engineering reviews, contractor responses, approvals, and information release.
- Escalate repeated non compliance, security concerns, delayed submissions, and records management risks to senior leadership.
- Support project handover by verifying the completeness of as built drawings, operating manuals, warranties, test records, and final documentation.
- Deliver EDMS training and procedural guidance to new personnel, contractors, and project stakeholders.
- Maintain a complete audit trail for document creation, revision, approval, distribution, download, and archival activity.
- Bachelor's degree in Business Administration, Information Management, Engineering, or a related discipline (high school diploma may be accepted with extensive experience).
- Minimum 10years of progressive experience in project coordination, document control, and records management.
- Proven leadership or managerial responsibility on major construction, infrastructure, or mega project programs.
- Advanced proficiency with EDMS platforms such as Aconex, Project Wise, PMWeb, or comparable systems.
- Detailed understanding of engineering drawings, design development stages, construction documentation, and project closeout workflows.
- Strong knowledge of document numbering, metadata management, revision control, records retention, and audit requirements.
- Experience controlling technical, commercial, contractual, legal, and confidential project information.
- Ability to supervise document control teams and enforce compliance across multiple contractors and work packages.
- Excellent organizational ability with meticulous attention to accuracy, consistency, and traceability.
- Strong technical English communication skills for procedures, reports, correspondence, and stakeholder coordination.
- Confidence working with project directors, consultants, contractors, engineers, and client representatives.
- Ability to manage high document volumes and demanding deadlines without compromising quality.
- Willingness to relocate to and work full time in Tabuk, Saudi Arabia.
- Previous experience managing information systems on Saudi Arabian giga projects is highly advantageous; exposure to NEOM, Trojena, Oxagon, Red Sea Global, or comparable programs is preferred.
