The Senior Estimating Engineer
- Infrastructure will help protect project budgets by developing accurate, traceable, and market-aligned cost estimates for complex construction and infrastructure packages. This position plays an important role in early financial planning, design cost validation, tender comparison, commercial decision‑making, and project controls support. By combining technical measurement skills, GCC market knowledge, digital quantity extraction, and cost risk awareness, the role contributes directly to economically sound project delivery in Tabuk.
- Prepare detailed cost estimates for infrastructure and construction projects at conceptual, schematic design, design development, and final construction document stages.
- Develop defensible pricing models using engineering drawings, specifications, project scope documents, market data, productivity assumptions, and historical benchmarks.
- Perform accurate quantity takeoffs from 2D drawings and 3D BIM models, including 5D BIM‑based measurement where required.
- Use estimating and takeoff platforms such as CostX, Candy, Bluebeam, or similar tools to improve estimate accuracy and documentation quality.
- Review project drawings, technical documents, bills of quantities, scope narratives, and construction assumptions to identify cost drivers and gaps.
- Maintain current knowledge of Saudi Arabia and GCC labor rates, material costs, equipment pricing, supplier availability, and supply chain constraints.
- Support design teams and project managers with value engineering studies, cost comparisons, and practical design alternatives.
- Review contractor bids, commercial proposals, variations, and tender submissions against independent baseline estimates.
- Conduct variance analysis to identify pricing inconsistencies, scope exclusions, abnormal rates, and commercial risk areas.
- Assist project controls teams with cost risk analysis, contingency planning, escalation review, and budget forecasting inputs.
- Capture final cost data and project cost metrics to strengthen internal benchmarking and improve future estimate reliability.
- Coordinate with procurement, engineering, design, commercial, contracts, and client teams to ensure estimates reflect realistic project delivery conditions.
- Prepare clear estimate reports, assumptions registers, basis of estimate documents, cost summaries, and pricing explanations for management review.
- Support contract award recommendations by providing structured commercial analysis and evidence‑based cost advice.
- Bachelor's degree in Civil Engineering, Quantity Surveying, Construction Management, or a closely related discipline.
- Minimum 7 years of professional experience in construction cost estimation, preferably across infrastructure, utilities, heavy civil, or large development projects.
- Proven exposure to major projects with high‑value construction packages and complex engineering scopes.
- Strong ability to prepare estimates across different design maturity levels, from early conceptual budgets to detailed pre‑tender estimates.
- Practical experience with quantity takeoff, rate build‑ups, pricing databases, cost planning, and tender evaluation.
- Familiarity with Saudi Arabia or Middle East construction markets, supply chain conditions, contractor pricing behavior, and regulatory requirements.
- Advanced proficiency in estimating and takeoff software such as CostX, Candy, Bluebeam, or equivalent platforms.
- Working knowledge of Autodesk Revit, Navisworks, BIM model review, and digital quantity extraction workflows.
- Strong understanding of standard methods of measurement such as POMI, CESMM4, or RICS NRM.
- Excellent analytical thinking, numerical accuracy, attention to detail, and commercial judgment.
