Key Responsibilities
  • Establish and maintain project cost control systems for major infrastructure, construction, and building work packages.
  • Manage project budgets, cost baselines, cash flow forecasts, cost reports, and financial tracking tools.
  • Lead monthly cost reviews, variance analysis, trend assessment, and forecast‑at‑completion updates.
  • Identify early signs of budget pressure, cost growth, commercial exposure, or potential overruns.
  • Oversee the change management workflow for variations, claims, scope adjustments, and approved cost changes.
  • Review cost impacts and ensure all approved changes are reflected accurately in budgets and project forecasts.
  • Prepare executive financial dashboards, cost performance reports, and high‑level summaries for Parsons leadership and client representatives.
  • Guide and mentor cost engineers, helping the team apply consistent cost control methods and reporting standards.
  • Coordinate with project managers, commercial teams, planners, quantity surveyors, finance teams, and discipline leads.
  • Support earned value analysis, cost performance measurement, risk reviews, and corrective action planning.
  • Review contractor cost submissions, progress data, payment forecasts, and supporting commercial documentation.
  • Promote compliance with project governance, Parsons procedures, client requirements, and cost‑management best practices.
Ideal Profile
  • Bachelor's degree in Civil Engineering, Construction Management, Quantity Surveying, or a closely related field.
  • Minimum 10 years of progressive experience in cost engineering, cost control, or project controls.
  • Strong background on mega‑scale or giga‑scale engineering, infrastructure, or construction projects.
  • Proven ability to manage budgets, forecasts, variance reports, change control records, and financial dashboards.
  • Solid understanding of project controls, earned value management, cost reporting, and commercial governance.
  • Experience leading or mentoring cost engineering teams in a fast‑paced project environment.
  • Advanced proficiency with project controls platforms such as Primavera P6, Cleopatra, PRISM, ERP systems, or similar tools.
  • Expert‑level Microsoft Excel capability for cost modeling, reporting, forecasting, and analysis.
  • Certification such as CCP, EVP, RICS, AACE, or an equivalent professional credential is highly preferred.
  • Strong communication, negotiation, leadership, and stakeholder management skills.
  • Ability to work on‑site in Tabuk, Saudi Arabia.
