Quantity Surveyor – Heavy Infrastructure in Tabuk, Saudi Arabia is a construction hiring opportunity for an experienced commercial professional with strong expertise in FIDIC contract administration, cost control, payment certification, variation assessment, and claims evaluation. The role supports the FIDIC Engineer and Project Management Consultancy team across major roads, utilities, earthworks, and master‑planned infrastructure packages. The Quantity Surveyor supports commercial governance and cost certainty throughout the delivery of large‑scale infrastructure and heavy civil engineering works.

The position combines contract administration, site measurement, payment review, change control, claims assessment, and financial reporting under FIDIC Conditions of Contract. Working closely with the FIDIC Engineer, project controls specialists, construction teams, contractors, and client representatives, the Quantity Surveyor ensures that payments, variations, provisional sums, dayworks, and commercial decisions are based on verified records and actual project progress. Accurate reporting and disciplined administration are essential to protecting approved budgets and limiting financial exposure.

Key Responsibilities
  • Support commercial and contractual administration for major heavy infrastructure packages.
  • Monitor costs associated with mass earthworks, roads, wet utilities, dry utilities, and large site development works.
  • Administer daily commercial matters under applicable FIDIC contract conditions.
  • Apply Design‑Build, Red Book, and Yellow Book provisions in accordance with project procedures.
  • Ensure compliance with contract mechanisms, client requirements, and relevant Saudi regulations.
  • Review contractor monthly payment applications and supporting documentation.
  • Measure and verify completed work against approved drawings, site records, and inspection status.
  • Prepare detailed recommendations for Interim Payment Certificates.
  • Support preparation and review of Final Payment Certificates.
  • Confirm that certified amounts reflect actual site progress and approved contractual entitlement.
  • Evaluate variation orders, change requests, and revised scope submissions.
  • Review contractor rate build‑ups, quotations, resource assumptions, and cost substantiation.
  • Negotiate new rates and commercial adjustments with contractor representatives.
  • Assess financial exposure associated with design changes, site instructions, and construction conditions.
  • Review contractor notices, claims, and extension of time submissions.
  • Assist the FIDIC Engineer with commercial determinations and contractual correspondence.
  • Analyze entitlement, supporting evidence, cost impact, and procedural compliance.
  • Contribute to dispute avoidance and commercial risk mitigation strategies.
  • Perform routine site visits to verify quantities and reported progress.
  • Measure earthworks, utilities, roadworks, structures, and associated civil installations.
  • Evaluate provisional sums, prime cost sums, and daywork records.
  • Reconcile differences between design quantities, installed work, and contractor submissions.
  • Maintain accurate cost records, valuation files, measurement sheets, and change registers.
  • Ensure commercial documentation remains complete, traceable, and audit‑ready.
  • Support updates to the project cost ledger and approved budget records.
  • Assist with cash‑flow forecasts, cost projections, and monthly financial reports.
  • Monitor committed costs, approved variations, forecast changes, and remaining exposure.
  • Prepare commercial dashboards and management summaries for senior stakeholders.
  • Coordinate with planning teams regarding progress, delays, and cost implications.
  • Liaise with engineering and construction teams to resolve quantity and scope discrepancies.
  • Participate in commercial meetings, progress reviews, and contractor negotiations.
  • Use advanced Excel tools for cost analysis, reconciliation, forecasting, and reporting.
