OverviewQuantity Surveyor responsible for measuring completed construction, validating contractor quantities, certifying monthly payments, assessing variations, and maintaining accurate commercial records directly from the project site. Provides site‑level commercial control for major wastewater infrastructure packages in Tabuk.
Key Responsibilities- Perform detailed on‑site measurements of completed wastewater infrastructure works.
- Prepare quantity take‑offs from approved drawings, shop drawings, and field records.
- Validate contractor‑reported quantities against actual progress at the project site.
- Review monthly contractor progress billings and supporting measurement documents.
- Prepare or verify interim payment certificates in accordance with contract conditions.
- Confirm that certified work complies with approved specifications, inspection records, and construction status.
- Conduct regular site inspections of wastewater treatment plants, pumping stations, pipelines, chambers, and utility networks.
- Measure excavation, back filling, earthworks, structural concrete, reinforcement, formwork, and associated civil works.
- Reconcile differences between design quantities, revised drawings, and installed construction.
- Evaluate variation orders, site instructions, change requests, and additional work submissions.
- Assess the quantity and cost implications of design changes and field conditions.
- Review contractor rate build‑ups and supporting commercial calculations.
- Assist with the assessment and settlement of contractor claims.
- Analyze requests for information, site diaries, progress records, correspondence, and inspection documents.
- Identify unsupported quantities, duplicate claims, and inconsistencies in payment submissions.
- Discuss measurement disputes with contractors and prepare evidence‑based recommendations.
- Apply CESMM4, POMI, or other approved methods of measurement consistently.
- Support contract administration under applicable FIDIC conditions.
- Maintain accurate measurement books, quantity registers, payment trackers, and variation logs.
- Record material deliveries and verify their relevance to completed or stored works.
- Ensure all commercial records remain complete, organized, traceable, and ready for audit.
- Coordinate daily with Resident Engineers and construction supervision personnel.
- Obtain confirmation of completed works from relevant engineering disciplines.
- Participate in commercial, progress, valuation, and site coordination meetings.
- Monitor committed costs, approved changes, and potential commercial exposure.
- Assist with monthly cost reports, forecasts, and cash‑flow updates.
- Support final measurement, final account preparation, and contract close‑out activities.
- Use AutoCAD to review dimensions, layouts, and installed construction details.
- Use Excel and commercial management systems for calculations, reporting, and record control.
- Follow Parsons quality, safety, commercial, and project governance procedures.
- Maintain professional integrity and independence when assessing contractor submissions.
- Complete additional quantity surveying duties assigned by project management.
- Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
- Minimum 7 years of direct construction experience as a Quantity Surveyor.
- Demonstrated experience with wastewater networks, treatment plants, pumping stations, or wet infrastructure utilities.
- Professional accreditation such as MRICS or AIQS is highly advantageous.
- Strong knowledge of construction measurement, valuation, and payment certification.
- Detailed understanding of CESMM4, POMI, or comparable standard methods of measurement.
- Practical knowledge of FIDIC contract forms and post‑contract administration.
- Experience evaluating variations, change orders, commercial claims, and quantity disputes.
- Ability to interpret civil, structural, utility, and construction drawings.
- Proficiency in AutoCAD for reviewing dimensions and project layouts.
